    Content: Despite the rise of religion as a visible force in the sociopolitical life of post-Soviet countries, little is known about how religion has contributed or may yet contribute to tensions or peace in this region. An improved understanding of the relationship between religion and conflict in the former Soviet republics can fill a critical gap and help inform policymakers and other actors working to bring peace and stability to this volatile region. This volume of essays takes a multidisciplinary and cross-domain look at religion and how it affects the stability of the former Soviet republics. Contributions by a range of international researchers and policy experts on religion and conflict and the post-Soviet region address the dynamics among religion, conflict, and stability in the South and North Caucasus, Central Asia, Ukraine, and Russia. The authors found that while the role of religion varies across contexts, religion has not been the original source of conflict in the FSU. Religion has, however, increasingly been used by both states and nonstate groups to mobilize supporters, and the infusion of religion in existing grievances has exacerbated existing tensions and encumbered progress toward peace. While broad in scope, this volume of essays provides an improved understanding of the role of religion in conflict and stability in the FSU. Further inter- and multidisciplinary work and scholar-practitioner collaborations will be crucial to developing comprehensive and nuanced recommendations for how to approach religion when working toward building sustainable peace in the FSU and beyond

These two distinct campaigns overlap somewhat but offer different lessons for participants and observers. The report finds that Russia's operation to annex Crimea represented a decisive and competent use of military force in pursuit of political ends. Russia's operations in Crimea benefited from highly favorable circumstances--political, historical, geographical, and military--that limit their generalizability. Analysis of the operation underscores that there are many remaining unknowns about Russia's military capabilities, especially in the aftermath of its military reforms and modernization program. The report also finds that the campaign in Eastern Ukraine was an ineffectually implemented--and perhaps ill-conceived--effort to achieve political fragmentation of Ukraine via federalization and retain Russian influence. Russia achieved its primary objectives but at a much higher cost than desired and through a fitful cycle of adaptation.     Content: "The United States today faces a number of actors who employ a wide range of political, informational, military, and economic measures to influence, coerce, intimidate, or undermine U.S. interests or those of friends and allies; many of these measures are often collectively referred to as "political warfare." This report analyzes political warfare as it is practiced today by both state and nonstate actors, and provides detailed recommendations regarding the most effective ways that the U.S. government, along with its allies and partners, can respond to or engage in this type of conflict to achieve U.S. ends and protect U.S. interests. The authors examine historical antecedents of political warfare and current-day practices through in-depth case studies of Russia, Iran, and the Islamic State. They use these cases to derive common attributes of modern political warfare. The authors then identify effective means for responding to these challenges. Drawing on documentary and field research as well as extensive semistructured interviews with practitioners in the U.S. government and elsewhere, they determine gaps in practices and capabilities for addressing political warfare threats.     Content: "Myanmar is a country in the midst of a historic transformation, including the rapid move toward a market economy and many planned infrastructure and development projects that seek to connect the country to its neighbors. To gain a better understanding of how foreign infrastructure investment in Myanmar may affect local communities, RAND researchers conducted a survey of 250 residents of communities near one such project-the Dawei Special Economic Zone (DSEZ). The DSEZ is intended to provide economic benefits to Myanmar in general and specifically to the Dawei region. A portion of area inhabitants, however, viewed the project as bringing more harm than good. They expressed concerns about, for example, the prospect of relocating residents, unfair compensation for land, and environmental impacts. But the problems of the project were largely seen as solvable: Fewer than one-tenth of respondents wanted to terminate the DSEZ project, and an overwhelming majority favored solutions that are amenable to negotiation. As Myanmar works to develop its infrastructure, it is in the ultimate interest of the central and regional governments to partner more effectively with local communities. To ensure the success of plans like the DSEZ, the people who are forced to alter their lives and livelihoods to accommodate such efforts must be-and must feel themselves to be-true beneficiaries of these projects."
