Abstract: U.S. union decline is unusual in its severity compared to other OECD countries, as well as in its causes and requirements for reversal. Employer hostility and an unfavorable labor law framework are arguably the major causes, and substantial labor law reform the major requirement, for an “upsurge”-spurred reversal. Even if the labor law reform currently being debated passes, it is uncertain whether or not its gains will be significant. New immigration poses both problems and potential for an “upsurge.”
