Wir beabsichtigen, wie der Name des Arbeitskreises nahelegt, Handlungs­ und Entscheidungstheorien -und dazu zählen alle theoretischen Bemühungen im Rahmen des methodologischen Individualismus, zu einem sozialwissen­ schaftlichen Forschungsprogramm im Sinne Lakatos' auszugestalten und spe­ ziell für die empirische politikwissenschaftliche Forschung nutzbar zu ma­ chen.     Note: Ob man Journalisten befragt, die Zeitungen durchsieht oder sich in die Geschichte der Publikumsmedien vertieft: Politik steht in der Rangordnung der Themenbereiche für die öffentliche Kommunikation ganz oben. Deshalb kommt einem Band "Politik" in der Reihe "Fachwissen für Journalisten" besondere Bedeutung zu. Entsprechend hoch dürften die Erwartungen der Leser sein, für die dieser Band in erster Linie gedacht ist. Journalisten setzen sich tagtäglich nicht nur als Staatsbürger, sondern in ihrem Beruf mit Politik auseinander - ob als Lokal- oder Kulturredakteur, bei einer Regionalzeitung oder bei einer privaten Radiostation. Dies ist eine besondere Herausforderung für Herausgeber und Autoren dieses Buches. Einerseits entlasten hohe Erwartungen und breites Vorwissen, denn Journalisten im Politikressort oder im Lokalen muß ein Bebauungsplan oder der Gang der Gesetzgebung nicht mehr erläutert werden. Aber Vorwissen und Erwartungen belasten andererseits, denn angesichts der komplizierten politischen Konstellationen im Einzelfalle wirkt politikwissenschaftliche Theorie oft holzschnittartig, und der Vorwurf der akademisch verbrämten Trivialität ist rasch bei der Hand. Aber mit den Beiträgen dieses Buches können hoffentlich auch dem erfahrenen Journalisten Muster vermittelt werden, die es ihm erlauben, die alltägliche politische Erfahrung in einem anderen, einem klareren Licht zu sehen. Vielleicht bewirkt ja die Lektüre des Textes von Jochen Hucke, um ein Beispiel herauszugreifen, daß ein Lokalredakteur nicht mehr in das Klagelied von der Ohnmacht untergeordneter Verwaltungsstellen einstimmt, sondern die Spielräume sieht, über die kommunale Umweltpolitik verfügt

    Content: Jim Douglas, Jr.' These proceedings reflect some of the thoughts expressed at the Oberwolfach Con­ ference on Porous Media held June 21-27, 1992, organized by Jim Douglas, Jr., Ulrich Hornung, and Cornelius J, van Duijn. Forty-five scientists attended the conference, and about thirty papers were presented. Fourteen manuscripts were submitted for the proceedings and are incorporated in this volume; they cover a number of aspects of flow and transport in porous media. Indeed, there are 223 individual references in the fourteen papers, but fewer than fifteen are cited in more than one paper. The papers appear in alphabetical order (on the basis of the first author). A brief introduction to each paper is given below. Allen and Curran consider a variety of questions related to the simulation of ground­ water contamination. Accurate water velocities are essential for acceptable results, and the authors apply mixed finite elements to the pressure equation to obtain these ve­ locities. Since fine grids are required to resolve heterogenei ties, standard iterative procedures are too slow for practical simulation; the authors introduce a parallelizable, multigrid-based it.erative scheme for the lowest order Raviart-Thomas mixed method. Contaminant transport is approximated through a finite element collocation procedure, and an alternating-direction, modified method of characteristics technique is employed to time-step the simulation. Computational experiments carried out on an nCube 2 computer.
