    Content: Since the landmark contributions of C. E. Shannon in 1948, and those of E. T. Jaynes about a decade later, applications of the concept of entropy and the principle of maximum entropy have proliterated in science and engineering. Recent years have witnessed a broad range of new and exciting developments in hydrology and water resources using the entropy concept. These have encompassed innovative methods for hydrologic network design, transfer of information, flow forecasting, reliability assessment for water distribution systems, parameter estimation, derivation of probability distributions, drainage-network analysis, sediment yield modeling and pollutant loading, bridge-scour analysis, construction of velocity profiles, comparative evaluation of hydrologic models, and so on. Some of these methods hold great promise for advancement of engineering practice, permitting rational alternatives to conventional approaches. On the other hand, the concepts of energy and energy dissipation are being increasingly applied to a wide spectrum of problems in environmental and water resources. Both entropy and energy dissipation have their origin in thermodynamics, and are related concepts. Yet, many of the developments using entropy seem to be based entirely on statistical interpretation and have seemingly little physical content. For example, most of the entropy-related developments and applications in water resources have been based on the information-theoretic interpretation of entropy. We believe if the power of the entropy concept is to be fully realized, then its physical basis has to be established

    Note: These are the Proceedings of the NATO Advanced Study Institute on Approximation Theory, Spline Functions and Applications held in the Hotel villa del Mare, Maratea, Italy between April 28,1991 and May 9, 1991. The principal aim of the Advanced Study Institute, as reflected in these Proceedings, was to bring together recent and up-to-date developments of the subject, and to give directions for future research. Amongst the main topics covered during this Advanced Study Institute is the subject of uni­ variate and multivariate wavelet decomposition over spline spaces. This is a relatively new area in approximation theory and an increasingly impor­ tant subject. The work involves key techniques in approximation theory­ cardinal splines, B-splines, Euler-Frobenius polynomials, spline spaces with non-uniform knot sequences. A number of scientific applications are also highlighted, most notably applications to signal processing and digital im­ age processing. Developments in the area of approximation of functions examined in the course of our discussions include approximation of periodic phenomena over irregular node distributions, scattered data interpolation, Pade approximants in one and several variables, approximation properties of weighted Chebyshev polynomials, minimax approximations, and the Strang­ Fix conditions and their relation to radial functions.     Note: The IAU symposium No. 150 "Astrochemistry of Cosmic Phenomena" was held at the beautiful and scenic town of Campos do Jordao, Sao Paulo, Brazil from August 5 to 9, 1991, and was attended by 111 registered participants with 17 accompanied guests from 19 countries. The symposium had a wide ranging discussion of the chemistry of astronomical environments with an emphasis on the description of molecular processes that critically influence the nature and evolution of astronomical objects and the identification of specific observations that directly address significant astronomical questions. The subject areas of the symposium included atomic and molecular processes at low and high temperatures and photon interactions, the chemical structure of molecular clouds in the Milky Way and in external galaxies, the chemistry of outflows and their interactions with the interstellar medium, the chemical connections between the interstellar medium and the solar system and pregalactic chemistry. The scientific programme comprised of review talks and con­ tributed papers, with a general introduction by Professor A. Dalgarno and a final overview of the whole symposium by Professor D. A. Williams. Financial supports from the Sao Paulo State Foundation Support (FAPESP), Brazilian National Research Council(CNPq), Finance Company of Studies and Projects (FINEP), Institute of Astronomy and Geophysics of University of Sao Paulo (IAG-USP) and Inter­ national Astronomical Union (IAU) are greatfully acknowledged.
