This great revolution in geology - now usually subsumed under the concept of Plate Tectonics - brought the realization that convection within the Earth is responsible for the origin of today's ocean basins and conti nents, and that the grand features of the Earth's surface are the product of ongoing large-scale horizontal motions.     Note: These notes were written as a result of my having taught a "nonmeasure theoretic" course in probability and stochastic processes a few times at the Weizmann Institute in Israel. I have tried to follow two principles. The first is to prove things "probabilistically" whenever possible without recourse to other branches of mathematics and in a notation that is as "probabilistic" as possible. Thus, for example, the asymptotics of pn for large n, where P is a stochastic matrix, is developed in Section V by using passage probabilities and hitting times rather than, say, pulling in Perron­ Frobenius theory or spectral analysis. Similarly in Section II the joint normal distribution is studied through conditional expectation rather than quadratic forms. The second principle I have tried to follow is to only prove results in their simple forms and to try to eliminate any minor technical com­ putations from proofs, so as to expose the most important steps. Steps in proofs or derivations that involve algebra or basic calculus are not shown; only steps involving, say, the use of independence or a dominated convergence argument or an assumptjon in a theorem are displayed. For example, in proving inversion formulas for characteristic functions I omit steps involving evaluation of basic trigonometric integrals and display details only where use is made of Fubini's Theorem or the Dominated Convergence Theorem

    Note: During the winter term 1987/88 I gave a course at the University of Bonn under the title "Manifolds and Modular Forms". I wanted to develop the theory of "Elliptic Genera" and to learn it myself on this occasion. This theory due to Ochanine, Landweber, Stong and others was relatively new at the time. The word "genus" is meant in the sense of my book "Neue Topologische Methoden in der Algebraischen Geometrie" published in 1956: A genus is a homomorphism of the Thorn cobordism ring of oriented compact manifolds into the complex numbers. Fundamental examples are the signature and the A-genus. The A-genus equals the arithmetic genus of an algebraic manifold, provided the first Chern class of the manifold vanishes. According to Atiyah and Singer it is the index of the Dirac operator on a compact Riemannian manifold with spin structure. The elliptic genera depend on a parameter. For special values of the parameter one obtains the signature and the A-genus. Indeed, the universal elliptic genus can be regarded as a modular form with respect to the subgroup r (2) of the modular group; the two cusps 0 giving the signature and the A-genus. Witten and other physicists have given motivations for the elliptic genus by theoretical physics using the free loop space of a manifold

    Content: The international debt problem has already generated a huge number of publications. Why then another publication? Many publications address macroeconomic implications of the debt problem, others investigate special new financing instruments such as debt equity swaps, others discuss the economic or legal aspects of debt reschedulings. This work of Walter Berger concentrates on the evolution of the financial side of the debt problem. This evolution is fascinating since it reveals a continuous expansion of the financial instruments being used and a surprising change in intercreditor relationships. While in the seventies equal treatment of creditors was not of much concern, this changed dramatically in the eighties. But lately equal treatment turned out to be a strong impediment to the creditors' management of loan portfolios. Hence, inequality of treatment is growing again. This development represents a challenge to everyone who tries to explain legal changes by using economic theory. Another characteristic of Walter Berger's work is that he starts from a broad institutional perspective. Most economists analyze the debt problem by assuming a world where everybody follows the same principles of rationality and optimization. Walter Berger questions this approach by arguing that cultural discrepancies among creditor countries and indebted countries make it difficult to define efficiency by "Western" standards only. Moreover, different cultures create what Berger calls "institutional obfuscation", that is, creditors have substantial difficulties to predict the behavior of differently minded debtors, and vice versa. This lack of information creates a transaction risk for each contracting party
