    Content: Eine Darstellung der finanzpolitischen Probleme und des finanzpolitischen Handlungsspielraums eines der neuen Bundesländer vermittelt der Vortrag von Wilma Simon. Auf der Einnahmenseite haben die Bundesländer nahezu keinen Gestaltungsspielraum. Angesichts der bereits sehr hohen Verschuldung des Landes Brandenburg ist auch eine weitere Ausweitung der Kreditaufnahme keine realistische und tragfähige Handlungsalternative. Gefordert wird u. a. effizientes Controlling im Bereich der Förderpolitik. --
    Content: Der Beitrag "Implikationen des kommunalen Finanzausgleichs auf den Standort- und Steuerwettbewerb" (Janeba / Peters) behandelt die Folgen der Globalisierung für den Wettbewerb zwischen Regionen. Es wird gezeigt, daß der Finanzausgleich u. a. zu einer Einschränkung des Steuer- und Standortwettbewerbs und damit zu höheren Steuersätzen führt. Waltraud Schelkle beschäftigt sich mit der Frage des sozialpolitischen Handlungsbedarfs in Europa, der aus der Intensivierung des fiskalischen Wettbewerbs sowie der Vereinheitlichung der Geldpolitik resultiert. Disparitäten in den sozialen Standards in der EU, die zu ineffizienten Wanderungsströmen führen können, werden erörtert. Der von Sinn gemachte Vorschlag, wonach die Mitgliedsländer der EU vereinbaren sollten, die Finanzierung und Gewährung von Sozialleistungen auf das Herkunftslandprinzip umzustellen, wird befürwortet

    Note: High-Performance Computers (HPC) have initiated a revolutionary development in research and technology since many complex and challenging problems in this area can only be solved by HPC and a network in modeling, algorithms and software. In 1998 the Deutsche Forschungsgemeinschaft (German Research Association) recommended to install an additional Federal High­Performance Computer followed by the one in Stuttgart. In January 1999 the Wissenschaftsrat (German Science Council) decided that the Leibniz­Rechenzentrum (Computing Center) of the Bavarian Academy of Sciences in Munich should run the second Federal High-Performance Computer in Germany. The investment cost of this Hochstleistungsrechner in Bayern (HLRB) was borne by the Federal Government of Germany and the Free State of Bavaria whereas the operating cost was at the expense of the Bavarian Government only. The operation of the HLRB is organized in combination with the - Leibniz-Rechenzentrum (LRZ) of the Bavarian Academy of Sciences as the operating authority of the HLRB - Steering Committee of the HLRB - Competence Network for Technical/Scientific High-Performance Computing in Bavaria (KONWIHR). In 2000 a Hitachi SR8000-Fl was installed. It was the first Teraflops Computer in Germany and reached a peak performance of two Teraflops after an extension at the end of 2001. The goal of HLRB is to provide computer facilities necessary to solve challenging scientific and technological problems that cannot be solved on big servers but require large (storage) high-performance (very fast) computers and efficient software

    Content: When reconstructing the past, the archaeologist needs to take into account all kinds of relevant information. Where no written sources are available, the natural sciences play an indispensable role. Troia is a remarkable site in this respect. The present excavation project at Troia, under the directorship of Manfred Korfmann, integrates various disciplines including geoarchaeology, archaeobotany, zooarchaeology, anthropology, geophysical prospection as well as chemical and technological studies of metal, stone and pottery. Hardly any other archaeological project is supported so intensely and on such a broad scale by archaeometric investigations as the international research group in Troia. In April 2001 an International Symposium was held in Heidelberg, Germany, with the aim of promoting scientific discussion and providing synopses of the various disciplines engaged in Troia. This volume contains most of the contributions presented at the symposium.     Content: This volume contains the papers accepted for the 4th Workshop on Algorithm Engineering (WAE 2000) held in Saarbruc ¨ ken, Germany, during 5–8 September 2000, together with the abstract of the invited lecture given by Karsten Weihe. The Workshop on Algorithm Engineering covers research on all aspects of the subject. The goal is to present recent research results and to identify and explore directions for future research. Previous meetings were held in Venice (1997), Saarbruc ¨ ken (1998), and London (1999). Papers were solicited describing original research in all aspects of algorithm engineering, including: – Development of software repositories and platforms which allow the use of and experimentation with e?cient discrete algorithms. – Novel uses of discrete algorithms in other disciplines and the evaluation of algorithms for realistic environments. – Methodological issues including standards in the context of empirical - search on algorithms and data structures. – Methodological issues regarding the process of converting user requirements into e?cient algorithmic solutions and implementations. The program committee accepted 16 from a total of 30 submissions. The program committee meeting was conducted electronically. The criteria for sel- tion were originality, quality, and relevance to the subject area of the workshop. Considerable e?ort was devoted to the evaluation of the submissions and to p- viding the authors with feedback. Each submission was reviewed by at least four program committee members (assisted by subreferees). A special issue of the ACM Journal of Experimental Algorithmics will be devoted to selected papers from WAE 2000.
