    Inhalt: Although energy efficiency implementation is increasingly being recognized by policymakers worldwide as one of the most effective means to mitigating rising energy prices, tackling potential environmental risks, and enhancing energy security, mainstreaming its financing in developing country markets continues to be a challenge. Experience shows that converting cost-effective energy savings potential, particularly the demand-side improvement opportunities across sectors, into investments face many barriers and unforeseen transaction costs. This paper draws upon selected experiences with financing energy efficiency in developing countries to explore the key factors of various programmatic approaches and financing instruments that have been applied successfully for delivering energy efficiency solutions. Through case studies, a diverse range of institutional issues are examined related to the identification, packaging, designing, and monitoring approaches that have been used to catalyze traditional and innovative financing of energy efficiency projects. With adequate liquidity in major developing country markets and availability of modern energy savings technologies, it is often the institutional issues that become a key challenge to address in order to finance and implement robust programs. As further operational experience is gained, increased knowledge sharing can lead to scaling-up of such energy efficiency investments. The paper concludes with some ideas for accelerating implementation.

    Inhalt: This paper summarizesthe analysis of five case studies prepared for the 2013 World Development Report team that illustrate why and how the representative voice and economic rights of urban informal workers should be promoted: (1) the Self-Employed Women???s Association of India; (2) the National Policy and Law for Street Vendors in India; (3) the Legal Cases for Street and Market Vendors in Durban, South Africa; (4) the Constitutional Court Judgments for Waste Pickers in Bogot??, Colombia; and (5) the Campaign for an International Convention on Decent Work for Domestic Workers. These case studies describe efforts to secure the livelihoods of urban informal workers by increasing their representative voice and their economic rights. In four of the five cases, the exception being the domestic workers case, organizations of these workers took the lead as partners in a global project called Inclusive Cities for the Working Poor. The lessons learned in regard to increasing voice and realizing rights are synthesized, with a focus on common strategies (including organizing, awareness building, advocacy, and legal struggles), common barriers and constraints (including an inappropriate or hostile institutional environment, competing vested interests, and the mindsets of influential stakeholders), and common sources of support (including pro-bono lawyers, activist academics, specialized non-governmental organizations, and, most importantly, alliances of organizations of informal workers).

    Inhalt: This paper investigates the determinants and the macroeconomic role of remittances in sub-Saharan Africa. It assembles the most comprehensive data set available so far on remittances in the region; it comprises data for 36 countries for 1990 through 2008, and incorporates newly available data on the size and location of the diaspora. We find that remittances are larger for countries with a larger diaspora or when the diaspora is located in wealthier countries, and that they behave counter-cyclically, consistent with a role as a shock absorber. Although the effect of remittances in growth regressions is negative, countries with well functioning domestic institutions seem nevertheless to be better at unlocking the potential for remittances to contribute to faster economic growth.

    Inhalt: In 2009, the City of New Haven and New Haven Public Schools (NHPS) announced a sweeping K-12 educational reform, New Haven School Change. The district had three primary goals for School Change: (1) close the gap between the performance of NHPS students' and Connecticut students' averages on state tests, (2) cut the high school dropout rate in half, and (3) ensure that every graduating student has the academic ability and the financial resources to attend and succeed in college. Concurrent with School Change, the City of New Haven partnered with the Community Foundation for Greater New Haven, NHPS, and Yale University in 2010 to create New Haven Promise, a scholarship program that aims to improve the college-going culture in the city and postsecondary enrollment and graduation rates of NHPS graduates as a way to enhance the economic development of the city, attract more residents to New Haven, reduce crime and incarceration, and improve residents' quality of life. The 2010-2011 school year marked the first year of a staged implementation for both efforts. In June 2013, the New Haven Promise Board of Directors asked the RAND Corporation to conduct a study to document and describe baseline conditions and early progress of these programs. Researchers worked with state and district data and conducted interviews with Promise Scholars and parents to document early trends and possible areas for improvement. This report and its companion volume document the resulting study

    Inhalt: Mobile banking services offer great potential to expand financial services, particularly payment services, to the poor. They also provide a convenient and cost effective way to access bank accounts. This paper constitutes a first attempt to explain statistically what factors contribute to mobile banking usage, with a particular focus on the regulatory framework. The authors construct an index that measures the existence of laws and regulation that support mobile banking activity for 35 countries. Using variations in regulatory environments across these countries and armed with newly released data on mobile banking usage by approximately 37,000 individuals in these 35 countries, the paper sheds light on the importance of laws and regulation in supporting mobile banking. The analysis finds that a supporting regulatory framework is associated with higher usage of mobile banking for the general population as well as for the unbanked.

    Inhalt: With farms cultivating tens or hundreds of thousands of hectares, Ukraine is often used to demonstrate the existence of economies of scale in modern grain production. Panel data analysis for all the country's farms with more than 200 hectares in 2001-2011 suggests that higher yields and profits are due to unobserved factors at rayon (district) and farm level rather than economies of scale. Productivity growth was driven not by farm expansion but by exit of unproductive and entry of more efficient farms. Higher initial shares of area under farms with more than 3,000 or 5,000 hectares at the rayon level significantly reduce subsequent exit, suggesting that land concentration reduces productivity growth. The paper draws implications for global evolution of farm structures.

    Inhalt: The city-state of Singapore has achieved rapid economic development in the past by its positioning as an efficient business hub in Asia. To remain competitive in the global knowledge economy, however, Singapore needs to move beyond efficiency by developing a strong "innovative" edge as well. This paper examines the challenges that Singapore faces in seeking to do so through an explorative survey of 40 firms from three innovative sectors: high-tech manufacturing industries, knowledge-intensive business services (KIBS), and creative content industries. Overall, while the survey confirms Singapore's continuing competitive strength in efficiency infrastructure, it also finds a favorable perception of Singapore as an innovative city. Indeed, many of the industry actors indicated that an efficient business infrastructure is a prerequisite for locating their innovative activities in Singapore, suggesting that the relationship between innovation and efficiency is complementary, rather than substitutional. While the study found that intellectual property and its protection are widely recognized by actors in all three sectors, interesting differences exist. In particular, intellectual property protection appears to be of greater concern to the high-tech research and development-intensive manufacturing sector and the creative contents sector than to the KIBS sector. Another interesting difference is that while competition in high-tech innovation tends to be global, competition in creative content tends to have a stronger local or regional dimension. Public policy in East Asia has traditionally emphasized the development of technological innovation capabilities in the manufacturing sector. In light of the findings, public policymakers may need to be more sensitive to the nuanced differences in policies needed to promote the new creative content industries and the associated supporting KIBS.
