Joint aircraft programs are thought to reduce Life Cycle Cost (LCC) by eliminating duplicate research, development, test, and evaluation efforts and by realizing economies of scale in procurement, operations, and support. But the need to accommodate different service requirements in a single design or common design family can lead to greater program complexity, increased technical risk, and common functionality or increased weight in excess of that needed for some variants, potentially leading to higher overall cost, despite these efficiencies. To help Air Force leaders (and acquisition decisionmakers in general) select an appropriate acquisition strategy for future combat aircraft, this report analyzes the costs and savings of joint aircraft acquisition programs. The project team examined whether historical joint aircraft programs have saved LCC compared with single-service programs. In addition, the project team assessed whether JSF is on track to achieving the joint savings originally anticipated at the beginning of full-scale development. Also examined were the implications of joint fighter programs for the health of the industrial base and for operational and strategic risk

    Inhalt: Credibly and consistently reporting greenhouse gas (GHG) emissions from cities and urban areas enables policy-makers and practitioners to contribute to addressing the challenge of climate change by meeting mitigation targets, and is critical to overall good municipal management. Good reporting allows for transparency, verification, and replication over time. This study provides an understanding of the GHG emissions inventory protocols and methodologies as they apply to cities. Though the inventories generally use common terminology, the differences in inventorying approaches are many, and the implications of the inventorying results at the city level are important to climate change policy and decision-makers. A compilation of GHG emissions inventory protocols is developed along with an analysis of their characteristics and inherent differences. Seven protocols are investigated: four are applied to Shanghai's community emissions; four to New York City's corporate emissions (i.e. those from municipal activities); and two to the reporting of Paris' emissions, including upstream components. The results show a significant degree of variability among the protocols.

    Inhalt: The Millennium Development Goals (MDGs) have refocused global attention on still unaddressed needs of children and youth. In response to the MDGs, the World Bank is strengthening its attention to the most vulnerable populations such as children and adolescents, through a cross-sectoral approach to human development including education, health, nutrition, sexual and reproductive health, and social protection. One crucial component for healthy adolescent development is good nutrition. It affects health, learning, physical fitness and the ability to withstand stress. Yet this population has received little emphasis in nutrition programs, and nutrition, in turn, has received little attention from programs for youth. While some low-cost solutions to adolescent malnutrition are available, nutrition specialists and programs do not have the operational experience needed to access and work with youth. In order to learn from the experience of adolescent health and development specialists, and avoid reinventing the wheel, the World Bank Nutrition team hosted a consultation to explore best practice strategies for reaching and working with youth. The objectives of the workshop were (i) to gather and distill information from multiple sectors on the successful approaches and promising practices for identifying, reaching, and working with vulnerable adolescents in resource-poor settings; and (ii) to discuss how effective strategies from other sectors might be exploited for nutrition. The Learning Exchange resulted in dialogue between a diverse group of adolescent health and development and nutrition sector specialists that would not otherwise have occurred. It successfully raised awareness among youth specialists of the synergies between actions to address the healthy development of adolescents and improved nutrition. The consultation also streamlined the learning process for the nutrition sector about how to work with this age group.

    Inhalt: Most policies for pricing pollution under asymmetric information proposed in the literature to date are rarely--if ever--used in practice. This is likely due to their complexity. We investigate the scope for using somewhat simpler policies that are more closely related to pricing schemes already used by regulators in many jurisdictions. These schemes have a discrete block pricing (DBP) structure whereby a given unit price for pollution is applied up to a specified level of pollution for any given polluter, and a higher unit price is applied to any pollution from that polluter above the specified level. If the same price schedule is applied uniformly to all firms, we call it UDBP. We derive the optimal UDBP schedule for any given number of price blocks. We also derive the optimal limiting case of the UDBP schedule (with an infinite number of price blocks) as a uniform linear increasing marginal price schedule (ULIMP). The optimal ULIMP scheme strikes a balance between the information-related benefits of increasing marginal prices on one hand, and an increase in aggregate abatement cost, due to the non-equalization of marginal abatement costs across firms, on the other. In particular, the optimal schedule is steeper with larger aggregate uncertainty about marginal abatement costs, and flatter with more observable heterogeneity across firms. We then compare our price schemes with those proposed by Weitzman (1978) and Roberts and Spence (1976).

    Inhalt: This paper reviews the power sector demand-supply balance in Southeastern Europe (SEE), covering Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Former Yugoslav Republic of Macedonia, Romania, and Serbia and Montenegro (including Kosovo). The paper first looks at the actual balance over the period 1991-2001. After that, the forecast balance to 2012 is reviewed. The analysis is based on aggregated country level demand and capacity data provided by the electric utilities and supplemented drawing on published sources. The context for the paper is the agreement between the countries above, together with Greece and Turkey, to form a South Eastern Europe Regional Electricity Market (SEEREM).1 The objective is to identify the magnitude of generation investments to be made in the evolving market. The paper also proposes mechanisms to reduce investment requirements, namely energy efficiency improvements and increased trade, and provides a brief assessment of technical and institutional barriers to trade. The preliminary conclusion of the paper is that additional generating capacity of around 4,500 MW will be required over the next ten years, together with substantial rehabilitation of existing plant. The associated financing requirement would be well in excess of $5 billion. However, these figures reflect a significant degree of national energy self sufficiency. It is likely that less investment would be required if countries were to coordinate investments, with economies resulting due to heterogeneous resources, non coincidental peak requirements, and sharing of reserves. A regional least cost expansion plan is currently being developed as a follow up to the present study; this new study is to be financed by the EC and co-managed by the World Bank. The institutional framework to support increased trade is being developed as part of the SEEREM.
