Content: Die Existenzsicherung für Kinder muss grundlegend überdacht werden. Im Mittelpunkt müssen dabei die Bedarfe, Rechte und Interessen von Kindern stehen. Gesellschaft und Staat stehen in der Verantwortung, allen Kindern und Jugendlichen die Rahmenbedingungen und Ressourcen zur Verfügung zu stellen, die sie in ihrem jeweiligen Alter für ihr Leben und ihre Entwicklung benötigen. Denn sie alle haben ein Recht auf gutes Aufwachsen und faire Bildungs- und Teilhabechancen - unabhängig von ihrer sozialen, ökonomischen und kulturell-ethnischen Herkunft. Ausgehend von diesen Grundüberlegungen haben der Expertenbeirat und das Projekt "Familie und Bildung: Politik vom Kind aus denken" gemeinsam ein neues Konzept für eine Teilhabe gewährleistende Existenzsicherung für Kinder und Jugendliche entwickelt, das wir mit dieser Publikation zur Diskussion stellen. Dabei handelt es sich nicht um ein abgeschlossenes Konzept. Vielmehr müssen unsere Ideen gemeinsam mit Kindern, Jugendlichen und Familien sowie Expertinnen und Experten aus Politik, Wissenschaft und Verwaltung weiter entwickelt, verfeinert und präzisiert werden. Denn eine solch grundlegende Reform erfordert es, dass alle Ebenen, alle gesellschaftlichen Kräfte und alle beteiligten Akteure dafür gewonnen werden und mitwirken.
