Abstract: In diesem Beitrag wird am Beispiel der beiden Großstädte Hamburg und München der Kampf des liberalen gehobenen Bürgertums um die Machterhaltung dargestellt. Hamburg und München sind im ausgehenden Kaiserreich strukturell sehr unterschiedlich geprägte Städte, die außer der liberalen Vorherrschaft in den Rathäusern und Gemeindekollegien wenig gemeinsam hatten. Deutlich lassen sich nord- und süddeutsche Mentalität, die nahezu ausschließlich protestantische (90 v.H.) von der ganz überwiegend katholischen (70 v.H.) Prägung der Städte unterscheiden. Ganz unterschiedlich auch die Berufsstruktur in beiden Städten. Unterschiedlich wie die Ausgangslage in beiden Städten waren auch die das Wahlrecht betreffenden Gesetzesnovellen in Hamburg und München und ihre Auswirkungen. Während das geänderte Wahlrecht in München den Liberalen entscheidende Nachteile gegenüber dem alten Wahlrecht brachte und langfristig doch die Sozialdemokratie stärkte, konnte in Hamburg das neue Wahlrecht den status quo
