Der Artikel geht anhand des Beispiels USA der Frage nach, inwieweit eine Regierung wichtige Informationen vor der Öffentlichkeit geheimhalten darf und soll und wann die Öffentlichkeit ein Recht darauf hat, über Regierungsmaßnahmen informiert zu werden. Der Autor nennt einige Fälle, in denen die Öffentlichkeit bisher nur unzureichend informiert wurde, darunter das Thema"Homosexuelle in der Armee", der Mißbrauch des National Security Council und die Gesundheitsreform (SWP-Drh)
