Wie sind die Märkte sozialer Dienstleistungen zu ordnen, damit das Wunsch- und Wahlrecht der Hilfebedürftigen gewahrt wird und die Träger sozialer Dienste - seien sie frei-gemeinnützig, oder privat-gewerblich - qualitativ gute Dienstleistungsangebote im Interesse der Hilfeberechtigten erbringen können? Spätestens seit Mitte der 90er Jahre setzt die staatliche Sozialpolitik vermehrt auf die Förderung wettbewerblicher Strukturen. Natürlich ist zu konzedieren, dass aus der Freien Wohlfahrtspflege anfangs hierauf mit dem Abwehrargument reagiert wurde, Wettbewerb sei grundsätzlich für "das Soziale" nicht geeignet und ginge zwangsläufig zu Lasten der Interessen der Hilfebedürftigen. In dieser Allgemeinheit sind dies jedoch Debatten der Vergangenheit.Dieser Beitrag soll dazu auch dazu dienen darzulegen, wie die Freie Wohlfahrtspflege die Herausforderungen einer stärker wettbewerblichen Orientierung aufgegriffen hat.
