    Inhalt: Transport activities have adverse environmental and health impacts, of which local and regional air pollution, climate change, and noise impacts are the most important. This paper is a non-comprehensive overview of existing and potential policies to deal with these negative impacts, with a focus on “international transport”. We define “international transport” as those transport activities that are mainly derived from the globalization of economic activity, not as cross-border transport flows in a more narrow sense. We discuss surface transport, aviation, and maritime transport. The overview is not comprehensive: we focus on climate change, treating other adverse impacts (including aviation noise and local and regional pollution from shipping) more succinctly. This does not reflect a judgment on which impacts are more or less important policy problems, but rather policy interest and the authors’ expertise.

    Inhalt: “Green growth” is an emerging paradigm that integrates several policy aspirations, including the durability of economic activity, reduced environmental impacts, and sustained growth in high-quality employment in such a way as to foster coherent, cross-sectoral policy design. Focusing on “green growth” highlights the need for governments to assess policies on their long-term economic, environmental and social impacts, recognizing that there can be synergies but also tradeoffs among the broad policy aims. As we hope to show in this paper, an examination of “green growth” policies in the transport sector provides an interesting case in point. Reducing emissions comes at a cost to consumers and taxpayers and if fuel tax revenues decline strongly it may be necessary to review the way the transport sector is taxed and contributes to aggregate tax revenue.

    Inhalt: This paper sheds light on the complex macroeconomic effects initiated by capital income taxation using a dynamic applied general equilibrium model of the U.S. economy. The model considers impacts of policy changes on the allocation of resources across both industries and countries, and over time. Within the model, a given change in capital income taxation abroad affects the domestic economy through capital flows, commodity flows and tax revenue effects.     Inhalt: This paper presents a framework to assess the impact of a wide range of structural policy reforms on GDP per capita at various horizons by linking together previous empirical studies mostly carried out by the OECD. The simple accounting framework consists of reduced-form equations and offers a more tractable and realistic alternative to an estimated general equilibrium model. Though this involves some risks of double counting the effects of certain reforms and omits interactions across different policy areas, the plausible scenarios suggest that the largest long-run GDP per capita gains may be obtained from reforms that would raise the quantity and quality of education, strengthen competition in product markets, reduce the level and/or duration of unemployment benefits, cut labour tax wedges and relax employment protection legislation. Past reforms in these areas might also have contributed to as much as half of GDP per capita growth in OECD countries in the decade prior to the recent financial and economic crisis. Simulations further indicate that addressing all policy weaknesses in each OECD country by aligning policy settings on the OECD average could raise GDP per capita by as much as 25% in the typical country.

    Inhalt: In recent years, there has been a rapid spread of economic instruments (EIs) in environmental policies of OECD Member countries. The application of EIs has gained wider political acceptability and, in a growing number of cases, they have come to have incentive rather than merely revenue-raising effects. In Sweden, eco-taxes have been introduced as part of a broad fiscal reform, while in other countries the approach is more piecemeal. Virtually without exception, EIs are employed in combination with regulations and other policy instruments. Developing countries stand to learn from the OECD experience with EIs, but they often face unique challenges as well as opportunities in applying such instruments.     Inhalt: This paper aims at providing an estimate of the resource envelope required in order to achieve the Millennium Development Goals (MDGs) on the global level. As widely acknowledged by previous contributors to this literature, modelling the cost of achieving the MDGs poses many data and methodological challenges.Like previous contributions, this paper relies on a very simple growth model to relate development financing — private or public — to growth in order to estimate how much it would cost to halve poverty across developing countries. The virtue of this model is precisely its simplicity but the trade-off is that it does not claim to take account of the effects of increases in development financing, tax revenues, public expenditure and transfers on the general equilibrium of the economy to which it is applied. For instance, increasing the supply of schooling does not necessarily guarantee that it will be met with an equivalent increase in the demand for education. The model used in this paper simply provides orders of magnitude that are helpful to size up the challenges that meeting MDGs entails for low- and middle-income countries. Similarly, when measuring the amount of transfers or government expenditure that it would take to achieve the poverty, education and health MDGs across countries, this paper acknowledges that the link between inputs and outcomes is often weak and that absorption and delivery issues can represent significant challenges in developing countries. From this perspective, the orders of magnitude presented cannot be taken to be precise estimates, especially at the country level, of how much public expenditure would be needed to increase in order to achieve specific MDGs. The importance of framing the corresponding debate in the larger framework of the quality of public policy and institutions is, indeed, a key take-away from the MDG costing exercise undertaken in this paper.
