    Content: Das Ziel der Autorin, die Professorin für Geschichte und Internationale Beziehungen ist und auch schon für den Nationalen Sicherheitsrat der USA verantwortlich tätig war, besteht darin, "die bis heute umfassendste Darstellung des sowjetisch-ostdeutschen Verhältnisses" für die Zeit bis zum Mauerbau vorzulegen. Sie hat die Moskauer und Berliner Archive, die gängige Forschungsliteratur und selbstgeführte Interviews minutiös ausgewertet. Vor allem interessiert sie die widerstreitende Beziehung der starken Persönlichkeiten Ulbricht und Chruschtschow und deren unterschiedliche Betrachtung des Berlin-Problems. Dem ostdeutschen Parteichef gelang es nach ihrer Auffassung, seitdem er 1953 fast entmachtet worden war, immer besser, als kleiner Verbündeter über das Ausspielen außenpolitischer Druckmittel (China) und vor allem durch den ständigen Hinweis darauf, dass ohne wachsende materielle Unterstützung und die Eindämmung des Flüchtlingsstroms die DDR bald zugrunde gehen würde, die sowjetische Führung dazu zu bringen, dem Mauerbau zuzustimmen (siehe auch F.
