Content: More and more digital devices are being used for informa tion processing and control purposes in a variety of systems applications, including industrial processes, power networks, biological systems and communication networks. This trend has been helped by the advent of microprocessors and the consequent availability of cheap distributed computing power. For those applications, where digital devices are used, it is reasonable to model the system in discrete-time. In addition there are other application areas, e.g. econometric systems, business systems, certain command and control systems, environmental systems, where the underlying models are in discrete-time and here discrete-time approaches to analysis and control are the most appropriate. In order to deal with these two situations, there has been a lot of interest in developing techLiques which allow us to do analysis, design and control of discrete-time systems. This book provides a comprehensive treatment of discrete time dynamical systems. It covers the topics of modelling, optimization techniques and control design. The book is designed to serve as a text for teaching at the first year graduate level. The material included is organized into eight chapters

Series Statement: Policy Research Working Paper 7275
Content: Consumers’ participation in regulatory decision-making in infrastructure sectors can be critical to ensure effective regulatory governance. Providing avenues for enabling consumers’ voice in the regulatory process expands the information base available to regulators in their decision-making, and is critical for ensuring sustainability of policy and regulatory decisions. However, in the reform process of many developing countries’ power sectors, the primary focus has been on the sector’s technical aspects, with inadequate effort to improve the experience of consumers, whether through better quality of service or by ensuring their participation in the regulatory process. This shortfall has often undermined the public’s understanding of and demand for reforms, often reflected in political reversal of key policy decisions. This paper examines the level and quality of consumer participation and protection in five states in India through a review of documents, surveys of consumers, and detailed interviews with key stakeholders. As mandated by law, all states have established standards of performance regulations and set up grievance redressal mechanisms; however, these bodies have not reached the desired level of effectiveness. Similarly, although provisions for consumer participation in regulatory proceedings exist, their adoption is often symbolic and without substantive and deliberative participation. Drawing on analysis of the Indian experience and international best practices, the paper recommends a paradigm shift in pursuing enhanced consumer satisfaction and voice in regulatory decision-making as a central objective of power reforms.

Series Statement: Trends in Southeast Asia 2021, issue 14
Content: The year 2021 marks the thirtieth anniversary of the signing of the Cambodian Peace Agreements which ended the Cambodian conflict and the Cold War in Southeast Asia. Communism was a perennial concern in Singapore and Malaya (later Malaysia) from 1948 into the 1980s -- a concern which younger generations may not appreciate. The threat came largely from the Communist Party of Malaya (CPM) supported by China, and from Vietnam. The CPM waged a guerrilla war in Malaya. They were defeated by 1960 but tried to revive the insurgency in the 1970s. In Singapore they attempted to attain political power through a united front with the People's Action Party during the 1950s. The victory of the communists in the Vietnam War in 1975 alarmed non-communist Southeast Asia. The concern was aggravated by Vietnam's invasion of Cambodia in 1978. ASEAN states strongly opposed Vietnam's action on the grounds that the invasion and occupation of a sovereign country violated a fundamental principle of international law. Successive UN General Assembly resolutions supported the ASEAN position with significant majorities. Thailand was pivotal to the security of the rest of non-communist Southeast Asia. Had it succumbed to Vietnam's pressures and reached an accommodation with Hanoi, the security of the rest of Southeast Asia would have been endangered. Thailand stood firm. Had it not done so, the people of Southeast Asia would be living in a different world today.

Content: Southeast Asian Affairs is the only one of its kind: a comprehensive annual review devoted to the international relations, politics, and economies of the region and its nation-states. The collected volumes of Southeast Asian Affairs have become a compendium documenting the dynamic evolution of regional and national developments in Southeast Asia from the end of the 'second' Vietnam War to the alarms and struggles of today. Over the years, the editors have drawn on the talents and expertise not only of ISEAS' own professional research staff and visiting fellows, but have also reached out to tap leading scholars and analysts elsewhere in Southeast and East Asia, Australia and New Zealand, North America, and Europe. A full list of contributors over forty years reads like a kind of who's who in Southeast Asian Studies.Regardless of specific events and outcomes in political, economic, and social developments in Southeast Asia's future, we can expect future editions of Southeast Asian Affairs to continue to provide the expert analysis that has marked the publication since its founding. It has become an important contributor to the knowledge base of contemporary Southeast Asia
