Abstract:
The exchange of data across organizational boundaries is an essential component of digitization and indispensable in the course of Logistics 4.0. Although this so-called cooperative data exchange is still in its infancy, it is said to have great potential for cooperation between organizations. However, this inter-organizational data exchange also poses challenges with regard to the quality of the data to be exchanged, which is due to the organizations’ ability to coordinate. In order to adequately address this problem, there is a need not only for internal data governance but also for external data governance that clearly defines responsibilities and tasks. This paper is therefore dedicated to the task of creating a uniform understanding of inter-organizational roles and their areas of responsibility. By means of literature analysis, expert interviews and focus group, the current state of science and practice is presented and the roles or tasks specifically for inter-organizational cooperation are elaborated. The result is a role model for inter-organizational data governance with the extended elements: Data Space Coordinator, Data Space Board and Data Space Working Team. The inter-organizational role model is embedded in a virtual data space and shows the integration to intra-organizational data governance.
