Die reale Funktion der chinesischen Volkskongresse (Nationaler Volkskongreß, NVK, und Volkskongresse auf Provinzebene) beschränkte sich lange Zeit auf eine eher symbolische Bedeutung. Aufgrund einiger "Abstimmungsrevolten" der letzten Jahre wird der Frage nachgegangen, ob sich die Volkskongresse zu "echten Volksvertretungen" entwickeln. Dazu werden die Geschichte, die politische Bedeutung und die innere Struktur der Volkskongresse ausführlich analysiert. Es wird festgestellt, daß vor allem auf den unteren Ebenen des Volkskongreßsystems (Kreise, Provinzen) ein gestiegener Selbstbehauptungswille zu spüren sei. Aber auch auf nationaler Ebene wird dem ständigen Ausschuß des NVK das Potential zugesprochen, sich zu einem dritten Machtzentrum neben der Parteizentrale der KP und dem Staatsrat entwickeln zu können. Allerdings wird betont, daß die zukünftige Rolle des NVK nach wie vor direkt vom Willen der KP-Führung abhängt. (AuD-Trn)
