Die Welt der Verbraucher hat in den letzten Jahren infolge der Kommerzialisierung des Internets einen grundsätzlichen Wandel erfahren – und mit ihr der Verbraucher selbst. Obgleich das Internet den Binnenmarkt für Verbraucher entscheidend öffnet, indem es einen umfassenden Überblick über das auf dem gemeinsamen Markt angebotene Waren- und Dienstleistungsspektrum erlaubt, stagniert der grenzüberschreitende Internethandel in der EU auf niedrigem Niveau. Nach Ansicht der Europäischen Kommission ist es daher an der Zeit, «die wichtigsten EU-Verbraucherschutzvorschriften zu überarbeiten, um diese an die Herausforderungen einer sich rasch wandelnden digitalen Welt anzupassen». Vor diesem Hintergrund befasst sich der Verfasser mit der Fragestellung, wie der europäische Rechtsrahmen geschaffen sein sollte, damit das Potential des Internets für den Aufbau eines B2C-Binnenmarktes zur Entfaltung kommt.
