    Abstract: The Covenant of Mayors (CM) is the mainstream European movement involving local authorities who voluntarily commit to increase energy efficiency and the use of renewable energy sources within their territories with the aim of reducing CO 2 emissions and meet the European Union objectives by 2020. One country that has a greater number of signatories of this agreement is Spain. This article analyzes which factors influence the decision of Spanish local authorities to join the ever‐growing movement. An empirical model is formulated to describe the behavior of Spanish local governments, this being a binary choice model which is a function of various political, economic, and technical factors. Among the prominent factors that influence this decision are population, availability of renewable energy, fiscal and environmental stress, citizens’ political preference, the contagion effect of neighboring municipalities, the existence of covenant coordinators, and finally, economic motivations.

    Abstract: On December 19, 2018, Altria announced an offer of $12.8 billion for Juul Labs, combining the largest U.S. cigarette manufacturer with the largest U.S. e-cigarette company. This deal is currently being challenged by the Federal Trade Commission (FTC). We consider the antitrust implications. We also consider population health implications, which we argue are essential to a comprehensive analysis of the impact on consumers. Although the FTC antitrust investigation has focused on closed vaping systems, we argue that the relevant market is the broader nicotine delivery product market, which includes all vaping products along with tobacco products. With Altria having a large market share in the key nicotine delivery product submarkets and with important entry barriers, the merger potentially places Altria in a dominant position in the relevant market. In particular, competition in the vaping submarket is reduced, thereby likely to reduce the availability of less harmful alternatives to cigarettes.

    Abstract: Recientemente, hemos visto como un partido político español con representación parla-mentaria anunció que había interpuesto acciones legales ante los tribunales españoles contra Twitter, por una presumible vulneración de “derechos fundamentales como la libertad de expresión, el derecho a la participación política, la libertad ideológica y el principio de pluralismo e igualdad política, recogidos to-dos en la Constitución”. Esta noticia pone en evidencia varias cuestiones que no suelen tenerse en cuenta por el usuario medio a la hora de acceder a cualquiera de las redes sociales más utilizadas, como pueden ser, Twitter, Facebook, Instagram o LinkedIn. Ante esta tesitura, se analizará desde una perspectiva inter-nacional privatista la naturaleza del contrato, así como las cláusulas de sumisión incluidas en los mismos.

    Abstract: Los derechos humanos muchas personas ya los dan por sentado, nos hemos acostumbrado a verlos en los textos constitucionales y pensamos que la autoridad sin ningún problema los respetará y hará todo lo que esté en sus manos para que sean efectivos. No obstante lo anterior, la pandemia generada por el coronavirus demostró lo difícil que es como gobierno tomar decisiones que pueden afectar el ejercicio de algunos derechos humanos, pero dicha decisión es para salvaguardar un derecho más importante como es la vida.

    Abstract: Resumen: A raíz del caso de la ONG francesa “El Arca de Zoé” y su tentativa de traslado ilícito a Francia de 103 menores, supuestamente huérfanos de la guerra del Chad, el legislador español incorporó en el art.4 LAI la denominada “cláusula chadiana”. Se trata de una serie de condiciones que inciden en la tramitación de la adopción y que sólo vinculan a las autoridades españolas. No obstante, cabe preguntarse si tales circunstancias pueden repercutir igualmente en el sector de la eficacia de las adopciones constituidas por las autoridades de un país respecto del cual rige una de las prohibiciones o condicionamientos previstos en este precepto.Palabras clave: “cláusula chadiana”, Ley de Adopción Internacional, adopción internacionalAbstract: Following the case of the French NGO “Zoé´s Ark” and its attempted illicit transfer to France of 103 children, supposedly orphans of the Chadian war, the Spanish legislator incorporated into the art.4 LAI the so-called “chadian clause”.
