    Content: In recent years, fiscal performance in Central Europe has steadily deteriorated, in contrast to the improvement in the Baltics. This paper explores the determinants of such differences among countries slated for EU accession. Regression estimates suggest that economic and institutional fundamentals do not provide a full explanation. An alternative explanation lies in the political economy of the accession process, and a game-theoretic model illustrates why a country with a stronger bargaining position might have an incentive to deviate from convergence to the Maastricht criteria. The model generates alternative fiscal policy regimes-allowing for regime shifts-depending on country characteristics and EU policies.

    Content: Workable Sisterhood is an empirical look at sixteen HIV-positive women who have a history of drug use, conflict with the law, or a history of working in the sex trade. What makes their experience with the HIV/AIDS virus and their political participation different from their counterparts of people with HIV? Michele Tracy Berger argues that it is the influence of a phenomenon she labels "intersectional stigma," a complex process by which women of color, already experiencing race, class, and gender oppression, are also labeled, judged, and given inferior treatment because of their status as drug users, sex workers, and HIV-positive women. The work explores the barriers of stigma in relation to political participation, and demonstrates how stigma can be effectively challenged and redirected. The majority of the women in Berger's book are women of color, in particular African Americans and Latinas. The study elaborates the process by which these women have become conscious of their social position as HIV-positive and politically active as activists, advocates, or helpers. She builds a picture of community-based political participation that challenges popular, medical, and scholarly representations of "crack addicted prostitutes" and HIV-positive women as social problems or victims, rather than as agents of social change. Berger argues that the women's development of a political identity is directly related to a process called "life reconstruction." This process includes substance- abuse treatment, the recognition of gender as a salient factor in their lives, and the use of nontraditional political resources.

    Content: Over the past quarter of a century, the wave of construction of “new villages” has profoundly changed the landscapes of the Ile-de-France region. After two decades of production of large collective housing estates, the single-family home has experienced strong development in response to the desire of households to own larger and more comfortable housing. Who were the customers of these new suburban spaces? What have been the effects of this supply of housing on the fringes of the city on the social development of the centre of the agglomeration? While executives and middle classes have settled in the best-served sectors, the Ile-de-France countryside has also welcomed more modest households leaving the neighbourhoods of large housing estates that are increasingly devalued. Through the constitution of these suburban suburban rings, it is therefore the evolution of a metropolis of more than 10 million inhabitants that we questioned. Maps and graphics reproduced in a CD-ROM highlight the increase in social polarization as well as mobility and help to shed light on the debates on the emerging city.

    Content: In the year 1999 the project of the inventory of the historic gardens in Austria, financed by the Austrian Science Fund FWF was finished with the manuscript “Historic Gardens in Austria. Gardens and Parks from the Renaissance to 1930 ”. Since 1984 this project was in charge of the author with some other co-workers at the Technical University of Vienna, Department of Landscape Planning and Garden History. This first Austrian inventory tended to consider public and private gardens, parks and artistically formed landscapes of all nine Austrian states from the Renaissance to about 1930 in a systematic manner. In the years of the inventarization over 1750 historic gardens and parks were discovered, photographed and described. For the publication this numerous and mostly unknown quantity of gardens and parks was arranged in typological groups: town woods, parks of a spa, memorial parks, promenades, green outside staircases. With the elaboration of the results of the inventarization, with the consideration of the trade literature, historic maps, plans, views, pictures and other source materials it was possible to present the first documentation of the existing historic gardens and parks in Austria in three volumes , published 2002-2004 (Böhlau Verlag, Vienna-Cologne-Weimar). This first survey makes known the rich existence of historic garden substance, is available to further scientific research on Austrian garden art and garden culture and affords first information to protect and preserve this important cultural heritage.
