Der Anfang 1997 veröffentlichte Beitrag plädiert für einen neuen politischen Ansatz bei der Gestaltung des Verhältnisses zwischen Indien und den USA, mit dem Ziel, die bereits damals angespannten indo-amerikanischen Beziehungen zu einer strategischen Partnerschaft umzubauen. Zunächst wird der Weg Indiens zur Atommacht bis 1997 skizziert; dabei werden die militärstrategische Bedrohung durch die Nachbarstaaten, das Streben nach technischem Fortschritt und Prestige sowie innenpolitische Zwänge als wesentliche Gründe für die nukleare Rüstung aufgezeigt. Die folgende Darstellung der 50-jährigen Geschichte der politischen, wirtschaftlichen, technischen und militärischen Kooperation zwischen Indien und den USA stellt vor allem die herausragende Bedeutung des im November 1984 bilateral abgeschlossenen Memorandums of Understanding (MOU) vor allem für den Indiens Rüstungsindustrie fördernden Technologietransfer heraus. Andererseits werden die limitierenden Auswirkungen dieses MOUs auf die Ausweitung und Intensivierung der indisch-amerikanischen Zusammenarbeit dargelegt. Dennoch seien sowohl die traditionellen Bindungen als auch die existenten Handelsbeziehungen zwischen beiden Ländern eine gute Grundlage für die anvisierte strategische Kooperation. Der darauf abzielende neue, innovative politische Ansatz müsse die sicherheitspolitischen und wirtschaftlichen Interessen Indiens allerdings berücksichtigen. Als Kompensation für den Verzicht Neu Delhis auf eigene Atomwaffen könnten die USA Indien die verstärkte Zusammenarbeit in der Hochtechnologie, die Rüstungskooperation auf dem Gebiet der moderner konventioneller Waffen sowie die politische Unterstützung - unter anderem bei der Zuteilung des angestrebten Sitzes im UNO-Sicherheitsrat- anbieten
