    Content: In the course of discussion about the role of the Wehrmacht reference is made repeatedly to Stalin's ominous "Fackelmänner-Befehl" of November 1941 which supposedly contained the directive to send Soviet soldiers in German uniforms to attack their own civilian population. However, on the basis of original sources now available it can be proved that this passage was added to the "Stavka-Befehl 0428" and circulated as the "Fackelmänner-Befehl". In fact, though, it is a question of Stalin's scorched earth policy which was turned into anti-German propaganda by means of added falsification. Therefore, a full German translation of this document is being offered here for the first time along with an analysis of this falsification. (Vierteljahrshefte für Zeitgeschichte / FUB)
