    Content: This report synthesizes the findings for the energy sector of a broader study, the Brazil low carbon study, which was undertaken by the World Bank in its initiative to support Brazil's integrated effort towards reducing national and global emissions of greenhouse gases while promoting long term development. The main aim of the study is to examine the potential for abating Greenhouse Gas (GHG) emissions in Brazil in the energy area and to assess the relative costs of doing so for the time frame 2010-2030. Basically the study seeks to demonstrate by how much, by when and at what cost Brazil could reduce its GHG energy sector emissions. Given its special features, the fuel use and emissions of greenhouse gases in the transportation sector are dealt with in another report of this project. In addition the study aims to provide information for the Brazilian government to enable it to develop a long-term strategy (2030) for reducing carbon in the energy area (except the transport sector) and, more specifically, to provide the technical input needed for evaluating the potential for reducing greenhouse gas emissions produced by the key economic sectors. In short, the study seeks to identify the different options and opportunities that could justify possible international resources being allocated to Brazil. The teams involved in the study needed first to focus on the proposed mitigation and carbon sequestering options and then, after identifying these proposals, to focus on existing barriers to the successful deployment of these options and suggest a set of public policies which could be mobilized to overcome them. The study also provides estimates of the scale of investments and operating costs likely to be involved, as well as a mitigation cost curve

    Content: This report is intended to provide in one single document the background, principal recent and current World Bank activities and the proposed program of technical assistance to the Government in the area of public investment programming and management in post-revolution Libya. Aside from the convenience, both for the Bank and other international partners, of a synthesis of all major assessments and advice provided by the Bank in this central area of public sector management, this report shows the substantial continuity of diagnosis and assistance from the immediate aftermath of the Revolution through mid-2014. The first section recounts the early activities and, against that background, the second section summarizes the activities conducted and initial results achieved during FY2014. The concluding section lists the preliminary agreements with the Government on how to build on those initial results with complementary activities and deepening of a number of initiatives, specifically during FY2015 and with general indications for the subsequent years. The text of the report is limited to a summary of key issues and recommendations, with full details provided in the several annexes

    Content: Freud spoke of the "repudiation of femininity" as being an "underlying bedrock", part of the "enigma" of sexuality. The enigma is not so much the refusal of the feminine dimension as such; it has more to do with rejecting its erotic and genital aspects, as well as its creation through sexual ecstatic pleasure. Equality between the sexes is a legitimate demand in the political, social and economic spheres, but forming a masculine-feminine relationship as a couple is a creation of the mind, exalting the acknowledgement of the otherness which is part of the difference between the sexes. There is a conflict - and the feminine dimension itself is rooted in it - between sexuality that demands "defeat" and an ego that abhors this. It is the man's masculine dimension - the antagonist of the phallic one - which creates the feminine dimension in women, by tearing away their defences and generating sexual ecstasy.
