    Content: Florian Salzberger unternimmt mit vorliegender Arbeit den Versuch, 'schwere geistige Behinderung' vom Begriff 'Geist' her zu denken. 'Geist' meint in diesem Kontext die 'geistige Sphäre' bzw. das 'Zwischen' einer Begegnung, deren Entstehung und Wahrung durch schwere Behinderungszustände beeinträchtigt werden können. Durch diesen Ansatz wird es möglich, das Phänomen 'schwere geistige Behinderung' nicht mehr, gleichsam resultatshaft einem Individuum als 'dessen' Eigenschaft zuzuschreiben und es damit zu einer Derivation einer letztlich subjektiven Norm zu degradieren, sondern das Phänomen kann so in seiner Genese aus einer Begegnungskonstellation (etwa 'zwischen' Kind und Erzieher oder 'zwischen' Individuum und Gesellschaft) thematisiert werden. Anhand der Erfahrungsschichten eines Fremderfahrungsgeschehens entwickelt der Autor das Modell eines 'gelingenden' Begegnungsgeschehens, das von einer melancholischen Befindlichkeit grundiert ist, und eine Figur darstellt, die immer wieder auch in ihre verobjektivierenden Verfallsformen kippen kann. Mit Hilfe der Übertragung dieses Modells auf die Erziehungswirklichkeit sollen mögliche Behinderungszustände, in die das Fremderfahrungsgeschehen verfallen kann, aufgezeigt werden. Spezifische Forderungen, die das Modell des 'ununterbrochenen Dialogs' als gelingende geistige Sphäre tragen, sollen dazu dienen, pädagogische Vorkehrungen und Möglichkeiten zu erarbeiten, um Behinderungszustände abzubauen oder von vornherein zu umgehen, und so eine Erziehungswirklichkeit zu gestalten, die Begegnung und 'Welterfahrung' mit und an der Welt des jeweils anderen ermöglicht, aber die gleichzeitig die Unverfügbarkeit aller Beteiligten vor Vereinnahmungen bewahrt.

    Content: The substantial decline in private-sector saving rates observed in several OECD countries in the late 1990s coincided in several cases with a sharp increase in household financial net worth. This was seen by many observers as evidence that the strong rise in equity and residential property prices during the late 1990s had been treated by households as a permanent increase in wealth, leading to an unsustainable drop in saving and raising fears of an eventual negative wealth effect. Applying estimation techniques for systems of dynamic panel equations, this paper looks at basic determinants of private saving for a sample of 15 OECD countries and finds that the sharp decline in saving observed after 1995 can be largely explained, even in a post-sample fashion, by fundamentals other than financial wealth.     Content: Most of the projections of the cost of meeting climate change mitigation targets hinge crucially upon assumptions made about the cost and timing of the development of breakthrough technologies. However, very little is known about the conditions which are likely to give rise to breakthrough technologies. This paper seeks to uncover attributes of inventions – as reflected in patent data – which serve as “leading indicators” of subsequent technological and market development in climate change mitigation technologies. The role of industrial generality emerges as being robustly correlated with subsequent technological diffusion, whether measured as subsequent patent counts, commercial applicability, or attractiveness to risk finance. The indicator of closeness to science shows also a positive association with later technological diffusion. Originality and radicalness have more ambiguous results. This work can be seen as a foundation for the future development of a methodology providing guidance to policymakers in the choices made with respect to public support for different technological fields.

    Content: Understanding trade costs is essential for formulating policy interventions designed to reduce such costs. This report synthesises all OECD work on cost factors across the entire trade chain. These factors can be located behind the border, such as non-tariff regulatory measures, market access restrictions, trade finance availability and costs and general impediments on doing business; crossing the border, such as documentation and customs compliance requirements, lengthy administrative procedures and other delays; and in all stages of the international trade chain, such as transport infrastructure and logistics. The report proposes a series of questions to help identify priority areas, taking into account country specificities. The strong interdependencies between cost factors, magnified by the prevalence of global value chains, mean that policies to address costs and facilitate trade need to be undertaken in a comprehensive manner, although the cost-benefit ratio of certain trade facilitation reforms, particularly at the border, may offer immediate and significant benefits.

    Content: The recent period of sustained high growth in the United States has drawn attention to its financial system and the efficiency with which it seems to be able to channel funds to new productive investment projects, particularly in hi-tech industries. This study examines the role played by the financial systems in OECD countries and how they affect resource allocation and growth. It provides evidence suggesting that legal and regulatory framework conditions for financial systems, and particularly their enforcement and transparency, support innovation and investment in new enterprises. In addition, using dynamic panel regression techniques, the study finds significant relationships between investment and financial development, as measured by indicators of the scale of financial activity.
