    Content: The 1950s saw Lim Chong Eu taking an increasingly central role in Malayan politics, moving from the exhilarating preparation for independence to him losing political influence by the end of the decade. The following decade saw him trying to revive his political fortunes, and finally succeeding at the ballot box in 1969. Becoming the Chief Minister of Penang State—retreating from national politics, as it were—provided him with the platform from which he would excel as nation builder and political leader. In the process, he contributed decisively to the industrialisation, not only of Penang but also of Malaysia as a whole. This collection of articles tells the story of how the declining fortunes of the port of Penang was turned around through daring and forceful leadership into the industrialised society that it is today.

    Content: This paper presents a methodology to identify key priority areas for transport investments. The methodology uses a geospatial data-driven approach and then proposes an innovative economic analysis for project appraisal. The two main steps involve (i) prioritization of road interventions based on a set of economic, social, and risk reduction criteria; and (ii) assessment of monetized and nonmonetized costs and benefits of road interventions under many scenarios covering the uncertainty on future risks and other factors. This methodology is used at different stages of project preparation for a rural roads lending operation to the Government of Mozambique. In the two regions of Mozambique considered, the analysis prioritizes regions along the coast when combining agriculture, fisheries, poverty, network criticality, and hazard risk criteria. With a limited budget of USD 15 million per district, the results show that investing in repairing and rehabilitating culverts and bridges is the intervention that performs better under most of the scenarios

    Content: Health care access is an important policy concern, especially in rural areas. It is especially challenging in developing countries, where rural residents are poorer and less likely to be insured than those living in urban areas. Using the case of Liberia, this paper examines the effects of transport connectivity on health care access. The Ebola crisis in 2014 and 2015 clearly revealed the vulnerability of the country's transport and health systems to unexpected external shocks. Paying particular attention to the possible challenge of endogeneity associated with infrastructure investment, the study found that transport connectivity, especially greater road density, can increase access to health care, but there was no significant effect of road quality. This may be because of significantly skewed underlying data. The vast majority of roads in Liberia are in poor condition. The study also found that the statistical effect of road density varies depending on distance from a health facility. The effect is particularly significant within a 30- to 50-kilometer radius. Not only rural accessibility, but also broader transport connectivity needs to be developed to increase health care access

    Content: This paper tests for financial constraints as a market failure in education in a low-income country. In an experimental setup, unconditional cash grants are allocated to one private school or all private schools in a village. Enrollment increases in both treatments, accompanied by infrastructure investments. However, test scores and fees only increase in the setting of all private schools along with higher teacher wages. This differential impact follows from a canonical oligopoly model with capacity constraints and endogenous quality: greater financial saturation crowds-in quality investments. The findings of higher social surplus in the setting of all private schools, but greater private returns in the setting of one private school underscore the importance of leveraging market structure in designing educational subsidies

    Content: Transport connectivity is among the most important factors in increasing firm productivity and accelerating economic development. The literature generally supports the idea of agglomeration economies, although there is little evidence of their effectiveness in Africa. There are often empirical challenges, such as spatial externalities and endogeneity of infrastructure development. Using firm registry data in Liberia, this study used the instrumental variable spatial autoregressive model to examine the effects of transport connectivity on firms' decisions on where to locate. The study found significant spatial autocorrelation and possible endogeneity related to transport infrastructure, and that firms are more likely to be located where market accessibility is better. The data indicated strong agglomeration economies, indicating that the primary city, Monrovia, is likely to continue to grow and attract more people and firms, and that secondary cities can also grow with greater transport connectivity between populated areas, such as district centers

    Content: There are significant value chain linkages between India and Bangladesh, particularly in the textile and apparel sector. India specializes in the upstream segment, supplying such intermediate inputs as silk, cotton, yarn, and fabrics to Bangladesh. Bangladesh specializes in the downstream final apparel segment, exporting worldwide as well as to India. Tariffs and nontariff barriers in both countries inhibit the growth of value chain linkages. In addition, subsidies and other industrial policies in India distort incentives away from the natural pattern of specialization. The results of a new survey of textile and clothing firms in both countries corroborate these findings. Reforms in trade policy (including rules of origin), trade facilitation, trade-related standards, and institutions could help both countries better take advantage of value chain linkages

    Content: In global financial centers, short-term market rates are effectively determined in the pledged collateral market, where banks and other financial institutions exchange collateral (such as bonds and equities) for money. Furthermore, the use of long-dated securities as collateral for short tenors-or example, in securities-lending and repo markets, and prime brokerage funding-impacts the risk premia (or moneyness) along the yield curve. In this paper, we deploy a methodology to show that transactions using long dated collateral also affect short-term market rates. Our results suggest that the unwind of central bank balance sheets will likely strengthen the monetary policy transmission, as dealer balance-sheet space is now relatively less constrained, with a rebound in collateral reuse

    Content: We develop a theoretical model that shows that in the near future, the monetary policies of some key central banks in advanced economies (AEs) will have two dimensions-changes in short-term policy rates and balance sheet adjustments. This will affect emerging market economies (EMs), especially those with a pegged exchange rate, as these EMs primarily use a single monetary policy tool, id est, the short-term policy rate. We show that changes in policy rates and balance sheet adjustments in AEs may differ in their respective financial spillovers to pegged EMs. Thus, it will be difficult for EMs to mitigate different types of spillovers with a single monetary policy tool. In that context, we use the model to show how EMs might use additional tools-capital controls and/or macro-prudential policy-to complement their monetary policy and financial stability toolkit. We also discuss how balance sheet adjustments that affect long-term interest rates may percolate to influence short-term interest rates via financial plumbing

    Content: Transactions on wholesale capital markets are often secured by marketable collateral. However, collateral needs balance sheet space to move within the financial system. Certain new regulations that constrain private sector bank balance sheets may have the effect of impeding collateral flows. This may have important consequences for monetary policy transmission, for short term money market functioning, and for market liquidity. In this context (and in contrast to the literature, which has focused mainly on the repo market), this paper analyzes securities-lending, derivatives, and prime-brokerage markets as suppliers of collateral. It highlights the incentives created by new regulations for different suppliers of collateral. Moreover, it argues that the central banks should be mindful of the effect of their actions on the ability of markets to intermediate collateral
