Inhalt: "Governments play a major role in the development process, and constantly introduce reforms and policies to achieve developmental objectives. Many of these interventions have limited impact, however; schools get built but children don't learn, IT systems are introduced but not used, plans are written but not implemented. These achievement deficiencies reveal gaps in capabilities, and weaknesses in the process of building state capability. This book addresses these weaknesses and gaps. It starts by providing evidence of the capability shortfalls that currently exist in many countries, showing that many governments lack basic capacities even after decades of reforms and capacity building efforts. The book then analyses this evidence, identifying capability traps that hold many governments back - particularly related to isomorphic mimicry (where governments copy best practice solutions from other countries that make them look more capable even if they are not more capable) and premature load bearing (where governments adopt new mechanisms that they cannot actually make work, given weak extant capacities). The book then describes a process that governments can use to escape these capability traps. Called PDIA (problem driven iterative adaptation), this process empowers people working in governments to find and fit solutions to the problems they face. The discussion about this process is structured in a practical manner so that readers can actually apply tools and ideas to the capability challenges they face in their own contexts. These applications will help readers implement policies and reforms that have more impact than those of the past.'--
Inhalt: Introduction : the "long voyage of discovery" -- The big stuck in state capability -- Looking like a state : the seduction of isomorphic mimicry -- Premature load bearing : doing too much too soon -- Capability for policy implementation -- What type of organization capability is needed? -- The challenge of building (real) state capability for implementation -- Doing problem-driven work -- The searchframe : doing experimental iterations -- Managing your authorizing environment -- Building state capability at scale through groups

Inhalt: In a time where US deployments are uncertain, this book shows how US service members can either build the necessary support to sustain their presence or create added animosity towards the military presence. The United States stands at a crossroads in international security. The backbone of its international position for the last 70 years has been the massive network of overseas military deployments. However, the US now faces pressures to limit its overseas presence and spending. In Beyond the Wire, Michael Allen, Michael Flynn, Carla Martinez Machain, and Andrew Stravers argue that the US has entered into a "Domain of Competitive Consent" where the longevity of overseas deployments relies upon the buy-in from host-state populations and what other major powers offer in security guarantees. Drawing from three years of surveys and interviews across fourteen countries, they demonstrate that a key component of building support for the US mission is the service members themselves as they interact with local community members. Highlighting both the positive contact and economic benefits that flow from military deployments and the negative interactions like crime and anti-base protests, this book shows in the most rigorous and concrete way possible how US policy on the ground shapes its ability to advance its foreign policy goals.

Serie: Analytical methods for social research
Inhalt: "This volume provides a practical introduction to the method of maximum likelihood as used in social science research. Ward and Ahlquist focus on applied computation in R and use real social science data from actual, published research. Unique among books at this level, it develops simulation-based tools for model evaluation and selection alongside statistical inference. The book covers standard models for categorical data as well as counts, duration data, and strategies for dealing with data missingness. By working through examples, math, and code the authors build an understanding about the contexts in which maximum likelihood methods are useful and develop skills in translating mathematical statements into executable computer code. Readers will not only be taught to use likelihood-based tools and generate meaningful interpretations, but they will also acquire a solid foundation for continued study of more advanced statistical techniques"--
