Content: Das zwischenstaatliche Gewaltverbot steht im Zentrum der völkerrechtlichen Aufmerksamkeit. Auf bewaffnete Konflikte auf dem afrikanischen Kontinent trifft dies nur begrenzt zu. An dieses Defizit knüpft die Autorin ab der Zeitwende 1989/90 an. Dabei überschreitet sie die traditionellen Grenzen des Gewaltverbots und analysiert, inwieweit dies, v. a. durch die Fortentwicklung der Menschenrechtslehre, eine inhaltliche Änderung erfahren hat, die auch die militärische Anwendung von Gewalt im Innern eines Staates ächtet (ius contra bellum internum).Ein weiterer Schwerpunkt sind Interventionen durch Regionalorganisation. Hierbei wird untersucht, ob multilaterale Interventionen schon dann gewohnheitsrechtliche Akzeptanz erfahren, wenn sie entweder formell oder materiell rechtmäßig sind. Zumindest solche, die durch den UN-Sicherheitsrat autorisiert sind, können diese sog. Baugenehmigungsthese für sich in Anspruch nehmen. Doch auch ohne UN-Mandat vermögen humanitäre Interventionen regionaler Organisationen in engen Grenzen völkerrechtmäßig sein

Content: During the winter of 1973-74 a mobile infrared thermography system was used to survey housing units and base facilities at Pease Air Force Base, Portsmouth, New Hampshire. This report provides both qualitative and quantitative evidence regarding heat flow out of the eave vents of these housing units. Calculations indicate that a significant amount of heat is being lost in this manner due to inadequate attic (cap) insulation. Possible evidence of incomplete ventilation could explain the presence of condensation in the housing units. Analyses of thermograms are presented to show the possible existence of low and high pressure areas around a structure and how they relate to heat loss.

Content: A method to assess quickly the insulation effectiveness of buildings using mobile infrared thermography has been developed at USA CRREL. This report outlines the basic principles involved in these measurements, and discusses field measurements and the inherent advantages of infrared thermography. Typical thermograms are presented in the appendixes.

Content: The presence of snow on the ground can impose limitations on the mobility of wheeled and tracked vehicles. Snow depth and density are the two most easily measured snow properties that can be related to mobility over snow. Existing models of snowpack accumulation and ablation processes and models of internal snowpack structure were examined to determine if a model of the snowpack can be developed for use in predicting the snow parameters that affect mobility. Simple models, such as temperature index models, do not provide sufficient snowpack details, and the more detailed models require too many measured inputs. Components of the various models were selected from a basis of a snowpack model for predicting snow properties related to mobility over snow. Methods of obtaining the input data from some components are suggested, and areas where more development is needed are described.

Content: A theory of the optical properties of snow in the 2-20 region of the infrared has been developed. Using this theory it is possible to predict the absorption and scattering coefficients and the emissivity of snow, as a function of the snow parameters of grain size and density, for densities between 0.17 and 0.4 g/cm3. The absorption and scattering coefficients are linearly related to the density and inversely related to the average grain size. The emissivity is independent of grain size and exhibits only a weak dependence upon density.
