(Rolf Raschka)
(1 S) (Andreas Ufen)

Content: Verlagsinfo: This book provides a comprehensive overview of the impact of low birth-rates and population decline on Japan and Germany. Experts from both countries examine a broad range of issues, from demographic change, social ageing, family policies, family formation, work-life balance, domestic and international migration to business perspectives and labour market issues. Focussed on Japan and Germany, two highly developed countries with extremely low fertility, the chapters of this volume also refer to several other countries for comparison. In the absence of war, famine and pandemics, rapid population decline is a new phenomenon. Japan and Germany are struggling with this reality, but many other countries will follow their example.

Content: Japan’s Elderly in the Labour Market: Between Economic Necessity and Inner Motivation As Japan’s birthrate declines and its population ages many companies and other organizations as well as the national economy as a whole face challenges in terms of foreseen labour shortages and a loss of corporate expertise. Japan’s population is shrinking and therefore several socio-political regulations were introduced in the past to ensure that the ageing working population gain full access to the regular labour market. It became necessary to improve the employment situation for the elderly workforce since members of the so called »baby-boomer-generation« are close to reaching the official retirement age. The baby-boomer-generation in Japan are those born from 1947 to 1949, with the first cohort of them having turned 65 years old in 2012. However many of Japan’s senior citizens are willing to continue working until old age. Based on the »productive ageing theory« (Bass and Caro 2001) this paper calls the internal and external factors for the motivation of elderly people staying active into question. Due to the demographic change in Japan it becomes crucial to support the participation of older people in the domestic labour market in order to ensure a sustainable development of the economy as well as successful and productive ageing at the individual level. The results of our research suggest that occupational employment options correspond insufficiently with the preferences of older people. An important reason for the limited economic participation of older people in the Japanese labour market – both in terms of quantity and quality – is the low degree of compatibility of interests and possibilities of the supply and demand side. The job offer of companies is often limited to the provision of non-regular employment until age 65. This uniform arrangement appears inappropriate because it does not take the divergent preferences of older people into account. In addition, the current policies do not seem to be suitable for balancing the bargaining power between firms and elderly workforces and break down the barriers on the way to a successful employment at old age.

Content: Happiness and its Determinants in Japan: An Economic Analysis of the Results of the National Survey on Lifestyle Preferences Happiness economics has become an established field of research, and happiness and life satisfaction are increasingly considered important policy goals by governments around the globe. The Japanese government follows this trend by regularly collecting data on personal happiness and its determinants through nationwide surveys. This paper has two purposes. First, it provides an overview of the state of the field of happiness economics in Japan by drawing on the literature published in Japanese in addition to publications in international journals. Second, the paper analyses data from the fiscal year 2010 National Survey on Lifestyle Preferences to determine the factors correlated with personal happiness in Japan. Overall, results confirm relationships established by previous studies in the field of happiness economics, such as the correlation between income and happiness. In addition, this study also provides new insights into relationships neglected by previous research, such as the negative impact of perceived loneliness. As the survey was conducted at the end of fiscal year 2010 in March 2011 it also provides the unique opportunity to check whether responses differ before and after the Great East Japan Earthquake of March 11. Results indicate that a statistically significant drop in happiness after March 11 cannot be observed.

Content: Ikumen: Japan’s ›New Fathers‹ as a New Market? While fathers have generally held a distant position in the Japanese family in the past few decades, the last few years have seen changes in the image of fathers in Japanese society. The Japanese public increasingly recognizes the importance of father involvement in everyday family life, and more and more men are making efforts to actively engage in childcare. This is illustrated through ikumen, a popular term used in Japan to describe fathers who are actively involved in child-rearing. Ikumen receive widespread media attention as well as support from the Japanese government, which hopes to use these »nurturing fathers« to counter declining birth rates. This paper deals with the economic side of the ikumen phenomenon. After giving a general overview of the ikumen phenomenon, we set out to give an outline of an emerging ikumen market. To do this, we make use of quantitative and qualitative data gathered from secondary data analysis, expert interviews, a content analysis of the magazine FQ Japan as well as ethnographic research. Based on this research, we examine a recent surge in ikumen goods, business initiatives that aim to bind involved fathers as customers, the economic potential of the ikumen market and the relationship between the ikumen phenomenon and the ikumen market. Our results show that the ikumen market can be traced back not to business-side innovation but to processes of transformation in Japanese society. Aiming to turn nurturing fathers into customers, businesses themselves are becoming participants in this ongoing example of social change, and partake in shaping a symbiotic relationship between the ikumen market and the ikumen phenomenon.
