    Abstract: The article proves that law is an effective means of regulation only in the rule of law. The rule of law underpins the work of the United Nations and other international organizations, as well as the political institutions of modern developed nations. It is shown that the concept of “rule of law” is lexically close to one of the basic elements of the positivist doctrine of law in the form of the concept of “rule of law”, which led to the identification of these concepts. It is substantiated that the Ukrainian vision of the rule of law is not limited to legislation as one of its forms, but also includes other social regulators, including morals, traditions, customs, etc., which are legitimized by society and conditioned with historically achieved cultural level. It is confirmed that justice is one of the basic principles of the law, decisive in defining it as a regulator of social relations, one of the universal dimensions of the law. It is proved that justice is considered as a property of the law, expressed, in particular, in the equal legal scale of behavior and in the proportionality of legal responsibility for the offense. In the field of the law enforcement, justice is manifested, in particular, in the equality of all before the law, the conformity of crime and punishment, the goals of the legislator and the means chosen to achieve them. In the article, that right, comes forward as effective means of adjusting only in the conditions of supremacy of thelaw. Principle of supremacy of right is the basis of activity of United Nations and other international organizations, and also political institutes of the modern developed states. It has been shown that a pan-European understanding of the concepts studied takes into account the main aspects of the concept of “rule of law”: all persons, whether public or private, must be bound by law and have the right to enjoy it. It is shown that modern society has developed an effective mechanism for ensuring the rule of law, which includes: the existence of the basic law of the country – the Constitution or its equivalent; clear and consistent system of legislation; institutions of justice, administration and security, which have the means and capabilities to ensure the application of legislation; legal culture. In the absence of equal law for all, the progressive development of society is impossible. Where there are groups above the law, as well as the practice of selective application of the law, incentives for development disappear. It is substantiated that the rule of law should be identified and implemented at the stage of law enforcement and the first step towards this is to increase the role of law as the main and primary regulator of public relations.

    Abstract: The increasing professionalisation of Airbnb-style short-term rentals has emerged within a grey space between residential housing and hotel accommodation. Subsequently, an array of contestations have arisen, due in no small part to the intangibility of online short-term rental platforms as well as the absence of clear regulation at the municipal level. In urban settings already confronted with housing issues such as supply shortages and reduced affordability, recent studies show how the proliferation of short-term rentals can amplify housing market pressure while feeding into the broader urban processes of gentrification, touristification, and displacement. Using Berlin, Germany, as a site of analysis, this paper explores the expansion of short-term rentals in relation to various policy interventions designed to regulate the conversion of residential housing into tourist accommodation.

    Abstract: "An outstanding opportunity for the investigation of the ruined medieval church emerged through the cooperation between the Haaz Rezső Museum and the Canadian company ArchaeoTek, who backed the archaeological excavation in support of academic training. As a result, anthropology students take part in the excavation, after which they analyze and interpret the discovered bones. During six seasons of work we finished the excavation of the entire church, and also we documented 661 graves. Excavation and analysis at the Papdomb site follow American bioarchaeological methods and interpretive strategies. Over the last forty years, bioarchaeology has developed into a sophisticated and collaborative enterprise that draws from a range of people and skillsets to answer social questions using biological data. Areas of expertise and analysis being applied at the Papdomb site include: skeletal excavation methods; the development of biological profiles; radiocarbon dating; diet analysis through isotope testing; and, sex and biological relationship investigation through ancient DNA. The overarching goal in using the bioarchaeological approach is to add valuable insight and complement what historians and other experts of Szekler history already know. Furthermore, work at the Papdomb site stands out for its international and multi‑scalar collaborative approach. An international team of experts works with the descendant community to preserve and study the site and the human remains. Finally, the excavation and materials produced are a valuable teaching tool for aspiring bioarchaeologists and forensic anthropologists because human remains excavation and large human skeletal collections are not common in the United States or are not available for training."

    Abstract: The COVID-19 pandemic has significantly impacted the global economy, with brick-and-mortar businesses particularly hard-hit. In Angola, the lockdown imposed in response to the pandemic forced many companies to close their doors, leading to widespread job losses and economic hardship. However, the pandemic also presented an opportunity for businesses that could adopt m-commerce or other alternative sales channels. This study aims to understand the factors that have impeded the adoption of m-commerce by brick-and-mortar retail SMEs in Angola during the COVID-19 pandemic. The study also proposes a conceptual framework for overcoming the m-commerce adoption barriers that these SMEs have encountered. The study was conducted using a mixed-method approach, with data collected from 306 retail business managers/owners and professionals through a structured questionnaire and semi-structured interviews. The study's findings suggest that the factors impeding m-commerce adoption were the lack of experience in using m-commerce, skills to configure forward and backward distribution systems, personnel with IT skills; the cost of m-commerce infrastructure; and the lack of support from the external environment. The study concludes by proposing a framework/strategy for stimulating the adoption of m-commerce in Angola. This strategy includes providing training and support to businesses on using m-commerce, developing a supportive regulatory environment, and investing in m-commerce infrastructure.

    Abstract: This study is devoted to the study of the potential of modern technologies (information, psychohistorical and cognitive) in the issue of preserving the national mentality, which is recognized as an important element of the national security of a modern state. The purpose of the study is to consider information, psychohistorical and cognitive technologies as an eff ective way to protect the national mentality in the context of ensuring national security. Modern technologies have a high potential for preserving and protecting the national mentality. The article considers three groups of technologies, which, in turn, are specifi ed by separate methods. In the course of the study, it was concluded that in the face of increasing threats to the national mentality, recognized as an integral element of the national security of a modern state, the use of modern technologies can help reduce their negative impact in this area. That is why further study of this issue seems to be very relevant and promising from both scientifi c and applied points of view.

    Abstract: This inquiry investigated tone use among Yoruba-speaking adults recovering from an aphasic insult/attack initiated by a cerebral vascular accident (CVA), otherwise known as a stroke. In pursuing the aim of the study, the research was guided by three research questions, namely, do Yoruba-speaking aphasic adults have the perceptual ability to perceive tone in the language; can Yoruba-speaking aphasic adults differentiate between the three lexical tones in the language; and which of lexical tones do Yoruba speaking aphasic adults find difficult to perceive? The study drew upon the theoretical and analytical scope of the autosegmental approach and a constructivist methodology paradigm inspired by a descriptive research design that used the qualitative approach. Data elicited from purposively sampled informants via structured interviews involving two groups of participants three aphasic Yoruba individuals and three Yoruba non-aphasic individuals in Nigeria. The purposive sampling was premised on informants’ dialectal proficiency, availability and diversity, and occurrence of CVA (stroke). The aphasic subjects were identified with the initials AB, CD and EF to conform to confidentiality etiquette in clinical linguistics. For ethical consideration, the informants were required to fill in a consent form before eliciting data from them. Once that was done, the aphasics were availed 100 words from the combined Swadesh 200 and Ibadan 400 wordlist of essential and cultural items, recorded by the non-aphasic individuals who speak Yoruba as their first language, to identify which tones they perceive. The data elicited was analysed using the perceptual approach in which the recorded data was listened to several times to discover if adult Yoruba speakers that are aphasic were still able to recognise the high ( ́), mid ( ̄) and low tone (̀ ) in words. The findings reviewed that Yoruba aphasics have diverse perceptual abilities of tone. Furthermore, it was established that Yoruba aphasics displayed varying deficiencies in differentiating the three lexical tones of Yoruba. Of the three lexical tones (H, M and L), the unmarked M tone was consistent, while the H and L tones had varying perceptual outcomes among the CVA-aphasics. The implication of the finding is that tone recoveries among CVA-aphasics is never the same and, therefore, calls for various linguistic therapies according to each CVA-aphasic case.

    Abstract: This paper analyses Romania’s foreign policy during the first post-communist years, by employing a theoretical viewpoint based on ontological security and trauma. It uncovers the elite efforts to secure the post-totalitarian state’s identity and international course. Romania’s search for ontological security featured the articulation of narratives of victimhood, which were linked with its proclaimed western European identity. The Romanian identity narrative has long struggled between “the West” and “the East”, trying to cope with traumatic historical events. These discursive themes and ontological insecurities were crystallized in the controversy surrounding the Romanian-Soviet “Friendship Treaty” (1991). Key Romanian officials displayed different typical responses to cultural trauma and debated the state’s path to ontological security, which was reflected in the foreign policy positions.

    Abstract: The creativity of V.V. Rozanov is a special kind of theory (speculation), allowing one to see things as potencies. The thinker perceives the phenomena and processes of the material and spiritual plane in the context of this speculation. Istria defines the internal and external relationship of these processes as a set of external and internal changes. External changes are defined by the concept of uncertainty, and internal definitions of a certain potency. Rozanov considers the interaction of these potencies simultaneously statically and dynamically. Statically, it presupposes the existence of regularities and the victory of order over chaos. Dynamically manifested as the primacy of randomness in life, since all potencies can not be realized. The interaction of these two forms of change creates life in all its complexity, Rozanov's theory helps us comprehend, therefore, at different periods of the thinker's creativity, both static and dynamic aspects of potentiality that create the history of the world as a sounding word and as a silence. This avoids subjective and one-sided interpretations of the thinker's philosophical heritage. The author uses the method of reconstruction in the work, which makes it possible to show that the philosophical heritage of Rozanov is a semantic field formed around the concept of "potentiality." The scientific novelty of the study lies in the possibility of isolating broad contexts of Rozanov's work and considering its various aspects as a complete metaphysical and dialectical theory, that helps to integrate different aspects and sides of Rozanov’s creativity and makes it more understandable.
