    Inhalt: This book proposes an approach to analyzing, designing and implementing Group Decision Support Systems (GDSS). The experience gained in developing a concrete system, Co-oP, suggests that GDSS should be distributed, loosely-coupled and process-driven. A distributed and loosely-coupled GDSS architecture provides autonomy and flexibility for individual decision-making, and homogeneity and simplicity for group problem solving. Also, process-driven GDSS are able to deal with the unpredictable nature of group problems since collective decision processes have been shown to be the only elements in a GDSS that are (i) stable enough to fit into most collective problems, (ii) reasonably structurable to be implementable, and (iii) sufficiently controllable to guarantee appropriate use. From a Multiple Criteria Decision-Making (MCDM) viewpoint, this book supports the integrated use of various MCDM methods to help a GDSS (i) support a wide range of decision situations, (ii) attenuate the difficulty of information search, (iii) allow division of decision-making tasks, and (iv) permit consensus seeking analysis. Co-oP runs on a network of individual workstations. It contains a set of MCDM methods, techniques of aggregation of preferences, and a consensus seeking algorithm to support negotiation. Electronic communication among group members is monitored by a group norm filter which is adaptable to a large number of collective decision situations. This book also reports some empirical evaluations of Co-oP and expands the proposed approach to non-cooperation and organizational decision-making.

    Inhalt: This paper assesses the costs and benefits of Iraq's own energy transition from fossil fuel dependent power sector to one with a significantly higher share of renewables amid an accelerating global energy transition. The paper quantifies the returns of Iraq's energy transition, its high exposure to the global energy transition due to the deep role of oil revenues in the provision of public finances, and the policy tradeoffs associated with moving towards a greener energy mix. The analysis finds that all decarbonization pathways of the electricity sector bring additional growth and productivity gains compared to maintaining the status-quo, albeit at different levels of cost effectiveness. However, all pathways (including existing GoI plans) are fiscally costly given the required upfront levels of capex and the subsidy. This cost could prove to be fiscally steep in deep decarbonization scenarios especially if the transition is fully financed by the public budget. Consequently, the success of the energy transition in Iraq will largely depend on the political context and on the ambition of a GoI-led reform process that can overcome any socio-political vested interest. It will also require popular understanding and support for the urgency of this transition

    Inhalt: A 'bottom up' regional Computable General Equilibrium Model (CGE) model for Vietnam is constructed for 28 commodities and 8 regions (using a GSO input-output table for 2005). The model is used to analyze the recent dramatic increases in the world price of rice on the regional economy of Vietnam, and the Vietnamese policy response to limit exports. Although results show limited 'pro-poor' outcomes, the CGE model and a micro-simulation (using 2006 VHLSS - Vietnamese Household Living Standard Survey data) show that recent rice export quotas resulted in falls total rural savings as measured by the difference in total income less total production cost and consumption of rice. The structure of the paper is as follows. Section two provides the background and reviews existing studies in Vietnam that have tried to estimate the welfare impact of government policies in rice market. Section three describes the methods and data. The results from the CGE model and micro-simulation on household data are discussed in section four. Section five offer concluding remarks

    Inhalt: Le traitement cognitif de l'espace par un être vivant se décompose en différentes phases : il perçoit l'espace – ce qui implique certains mécanismes de catégorisation et d'abstraction –, se le représente, conserve en mémoire cette représentation qu'il peut rappeler et utiliser pour conduire des actions adaptées et interagir de façon optimale avec l'environnement. Ce traitement ainsi défini a déjà fait l'objet d'un grand nombre de travaux dans le domaine des sciences de la vie et de la psychologie expérimentale, de l'intelligence artificielle ou encore de la robotique. Pourtant les réalisations des sciences dites « dures » ne laissent pas de poser des questions sur lesquelles les sciences humaines et sociales sont susceptibles d'apporter un éclairage pertinent. D'une part, leur apport est de nature à renouveler la problématique cognitive de l'espace, notamment en mettant en lumière l'incidence des facteurs culturels et sociétaux sur les représentations spatiales ainsi que la complexité des interactions entre la nature de ces représentations et l'utilisation effective de l'espace depuis la conception et la gestion des cartes géographiques, jusqu'à celle de l'habitat urbain. D'autre part, ces mêmes sciences s'avèrent incontournables si l'on veut tenter de répondre aux multiples questions soulevées par la notion d'action en vue de l'étude de ses différents déterminants : le mécanisme et les représentations mis en œuvre dans la prise de décision, la programmation motrice et sa régulation dans la conscience d'agir et l'interprétation de l'action, dans son caractère multidimensionnel et évolutif, dans la dynamique des interactions et de l'action collective, etc. Les contributions ici rassemblées illustrent toutes ces perspectives, démontrant que seule une interdisciplinarité bien conduite peut permettre de répondre aux défis posés par la problématique cognitive de l'agir dans l'espace.

    Inhalt: The book deals with novel aspects and perspectives in functionally graded materials (FGMs), which are advanced engineering materials designed for a specific performance or function with spatial gradation in structure and/or composition. The contributions mainly focus on numerical simulations of mechanical properties and the behavior of FGMs and FGM structures. Several advancements in numerical simulations that are particularly useful for investigations on FGMs have been proposed and demonstrated in this Special Issue. Such proposed approaches provide incisive methods to explore and predict the mechanical and structural characteristics of FGMs subjected to thermoelectromechanical loadings under various boundary and environmental conditions. The contributions have resulted in enhanced activity regarding the prediction of FGM properties and global structural responses, which are of great importance when considering the potential applications of FGM structures. Furthermore, the presented scientific scope is, in some way, an answer to the continuous demand for FGM structures, and opens new perspectives for their practical use.
