Content: This book proposes an approach to analyzing, designing and implementing Group Decision Support Systems (GDSS). The experience gained in developing a concrete system, Co-oP, suggests that GDSS should be distributed, loosely-coupled and process-driven. A distributed and loosely-coupled GDSS architecture provides autonomy and flexibility for individual decision-making, and homogeneity and simplicity for group problem solving. Also, process-driven GDSS are able to deal with the unpredictable nature of group problems since collective decision processes have been shown to be the only elements in a GDSS that are (i) stable enough to fit into most collective problems, (ii) reasonably structurable to be implementable, and (iii) sufficiently controllable to guarantee appropriate use. From a Multiple Criteria Decision-Making (MCDM) viewpoint, this book supports the integrated use of various MCDM methods to help a GDSS (i) support a wide range of decision situations, (ii) attenuate the difficulty of information search, (iii) allow division of decision-making tasks, and (iv) permit consensus seeking analysis. Co-oP runs on a network of individual workstations. It contains a set of MCDM methods, techniques of aggregation of preferences, and a consensus seeking algorithm to support negotiation. Electronic communication among group members is monitored by a group norm filter which is adaptable to a large number of collective decision situations. This book also reports some empirical evaluations of Co-oP and expands the proposed approach to non-cooperation and organizational decision-making.
Note: Definition of terms and context of the design study -- Review of prior related research: A DSS engineering perspective -- The functions and roles of DSS in group decision-making -- Design issues for the GDSS model component -- Design issues for the GDSS dialogue component -- Communications design in GDSS -- Co-oP system architecture and software components -- Evaluation issues for GDSS -- Face-to-face GDSS versus distributed GDSS: Some empirical evidence -- Non-cooperation in GDSS -- GDSS design for organizational decision-making -- Conclusions.

Content: This paper assesses the costs and benefits of Iraq's own energy transition from fossil fuel dependent power sector to one with a significantly higher share of renewables amid an accelerating global energy transition. The paper quantifies the returns of Iraq's energy transition, its high exposure to the global energy transition due to the deep role of oil revenues in the provision of public finances, and the policy tradeoffs associated with moving towards a greener energy mix. The analysis finds that all decarbonization pathways of the electricity sector bring additional growth and productivity gains compared to maintaining the status-quo, albeit at different levels of cost effectiveness. However, all pathways (including existing GoI plans) are fiscally costly given the required upfront levels of capex and the subsidy. This cost could prove to be fiscally steep in deep decarbonization scenarios especially if the transition is fully financed by the public budget. Consequently, the success of the energy transition in Iraq will largely depend on the political context and on the ambition of a GoI-led reform process that can overcome any socio-political vested interest. It will also require popular understanding and support for the urgency of this transition

    Series Statement: Other Poverty Study
Content: A 'bottom up' regional Computable General Equilibrium Model (CGE) model for Vietnam is constructed for 28 commodities and 8 regions (using a GSO input-output table for 2005). The model is used to analyze the recent dramatic increases in the world price of rice on the regional economy of Vietnam, and the Vietnamese policy response to limit exports. Although results show limited 'pro-poor' outcomes, the CGE model and a micro-simulation (using 2006 VHLSS - Vietnamese Household Living Standard Survey data) show that recent rice export quotas resulted in falls total rural savings as measured by the difference in total income less total production cost and consumption of rice. The structure of the paper is as follows. Section two provides the background and reviews existing studies in Vietnam that have tried to estimate the welfare impact of government policies in rice market. Section three describes the methods and data. The results from the CGE model and micro-simulation on household data are discussed in section four. Section five offer concluding remarks

    Series Statement: Constitutionalism in Asia
Content: "This book examines the presence of ethnic, religious, political, and ideational pluralities in Southeast Asian societies and how their respective constitutions respond to these pluralities. Countries covered in this book are Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand, and Vietnam. The chapters examine: first, the range of pluralist constitutional values and ideas embodied in the constitutions; secondly, the pluralist sources of constitutional norms; thirdly, the design of constitutional structures responding to various pluralities; and fourthly, the construction and interpretation of bills of rights in response to existing pluralities. The 'pluralist constitution' is thus one that recognises internal pluralities within society and makes arrangements to accommodate, rather than eliminate, these pluralities"--Bloomsbury Publishing

    Series Statement: Constitutionalism in Asia
Content: "This volume focuses on the making, nature, and role of the first modern constitutions at the founding of the modern nation-states in Southeast Asia. These historical essays add richly to our understanding and appreciation of the founding moments and to the theory and practice of constitutionalism in these states. This volume makes three significant contributions. First, it helps plug the wide knowledge gap in comparative constitutional history in Southeast Asia. Second, it furthers our understanding of contemporary constitutional practice and also anticipates possible developmental trajectories in light of the foundational values embedded in and manifested through these constitutions. Third, through the comparative historical study of these early constitutions, plausible theoretical insights may be gained to further our understanding of Southeast Asia's constitutional history. The book is essential reading for those wishing to obtain a deeper understanding of the constitutional foundings of Southeast Asia."--Bloomsbury Publishing
