Content: Gabon is an upper middle income country, with reasonable spending on health, however, its health outcomes resemble that of a country that is low / low-middle income. Where has Gabon gone wrong, and what are the challenges that Gabon is facing in improving health outcomes? Gabon is an emerging economy, while it has achieved high economic development it still has not achieved living standards and health outcomes seen in upper middle income countries. Gabon faces low life expectancy (63 years), levels as seen in other low income countries. It is in an early stage of an epidemiological transition. Fertility rates remain high, and mortality rates are starting to decline. It has a high burden from communicable diseases. While HIV incidence and tuberculosis incidence has started to show positive results, Malaria incidence continues to remain high. There are cost-effective interventions available to prevent many of the communicable diseases the country faces. These interventions require multi-sector approaches, behavioral change programs, outreach services, community development, and a primary health care focus

Content: A central policy of the Government of Indonesia's strategy for enhancing its country's economic and social development is to develop infrastructure and expand service delivery. Public procurement reform is a key component of this policy. Despite the decentralization of financial responsibility and authority to relatively autonomous local level governments, procurement reform in Indonesia is a centrally-driven effort. In this paper, we examine the extent to which procurement reform is translating into improvements in sub-national performance. Data on local government procurement expenditures point to an overall decline in the volume of procurement, especially in poorer districts. This paper uses qualitative case studies of procurement reform in six local governments and finds that local government leadership is associated with the uptake of reform. There is little evidence to suggest that procurement reform has been "demand"-led, since neither the private sector nor Civil Society Organizations (CSOs) have been active in advocating for procurement reform

Content: The impact of the growth of the local supply of public schools in the post-Colonial period on intergenerational mobility in education is a first-order question in the Arab World. This question is examined in Jordan using a unique dataset that links individual data on own schooling and parents' schooling for adults, from a household survey, with the supply of schools in the subdistrict of birth at the time the individual was of age to enroll, from a school census. The identification strategy exploits the variation in the supply of basic and secondary public schools across cohorts and subdistricts of birth in Jordan, controlling for year and subdistrict-of-birth fixed effects and interactions of governorate and year-of-birth fixed effects. The findings show that the local availability of basic public schools does, in fact, increase intergenerational mobility in education. For instance, a one standard deviation increase in the supply of basic public schools per 1,000 people reduces the father-son and mother-son associations of schooling by 18-20 percent and the father-daughter and mother-daughter associations by 33-44 percent. However, an increase in the local supply of secondary public schools does not seem to have an effect on the intergenerational mobility in education

Content: Bureaucratic performance is a crucial determinant of economic growth. Little is known about how to improve it in resource-constrained settings. This study describes a field trial of a social recognition intervention to improve record keeping in clinics in two Nigerian states, replicating the intervention-implemented by a single organization-on bureaucrats performing identical tasks in both states. Social recognition improved performance in one state but had no effect in the other, highlighting both the potential and the limitations of behavioral interventions. Differences in observables did not explain cross-state differences in impacts, however, illustrating the limitations of observable-based approaches to external validity
