Der Präsident des Bundesverfassungsgerichts, Andreas Voßkuhle, plädierte dafür, „Hugo Preuß als einen Vordenker einer Verfassungstheorie des Pluralismus zu würdigen“. Sein genossenschaftliches Staatsdenken erscheint geeignet, die „moderne Bürgergesellschaft“ zugleich als eine „Gesellschaft freier Assoziationen“ zu konzipieren. Nicht weniger bedeutsam, so resümiert Voßkuhle, war für Preuß ein Stufenbau der politischen Handlungsebenen: „Gerade die Mehrstufigkeit des Staatsaufbaus, das Modell des Volksstaates auf den Ebenen von Gemeinde, Gliedstaat und Gesamtstaat bis hin zur völkerrechtlichen Gemeinschaft, kennzeichnet staatsorganisatorisch gesehen den Ausgangspunkt einer modernen Pluralismustheorie.“ Dieser Band präsentiert und analysiert das pluralistische Staatsdenken von Hugo Preuß in der Vielfalt der zu berücksichtigenden Aspekte. Die Besonderheit der Positionen von Preuß wird im Kontrast zu anderen Vertretern deutscher Staatsrechtslehre herausgearbeitet, ebenso vergleichend auf pluralistische Ansätze in benachbarten Ländern und den älteren Demokratien verwiesen. Am Ende steht die Frage, inwieweit der Sozialliberalismus von Preuß nicht nur eine Gedankenbrücke zur Staatstheorie des sozialdemokratischen Reformismus, sondern auch zu linksliberal akzentuierten neueren Theorieansätzen des Kommunitarismus schlagen kann
