Memories of the German occupation lingered on in Norway and put quite a strain on the process of normalizing relations between the two countries. Historians have thoroughly examined the impact of this burden on the Norwegian policy on Germany. A timeline for the normalization process has also recently been published. The Federal Republic of Germany moved up to become one of the most important trade partners for the Norwegians between 1958 und 1961. Both countries became defence allies in May 1955 under the auspices of NATO. This offered the German armed forces, but the Norwegians refusal to cooperate strained the political relations. A breakthrough on the path to normalization did not occur until the spring of 1967. This paper is concerned with the investigation of the question of how the persons responsible for foreign affairs handled their own distrust in a situation of dependency between nations. Since concepts by necessity are constructed in a verbal situation, the analysis of verbal declaration has been used as method for discussing feelings and views that manifest themselves as collective concepts.
