Inhalt: The government of New Zealand delegates property expenditure decisions to each individual school. Such a decentralised environment creates a challenge for school boards and principals to obtain advice on the complex issues around designing schools. To inform schools, the Ministry of Education provides numerous publications related to design and selected best practice samples via its website.

Inhalt: On Theology: Herman Bavinck's Academic Orations presents four previously untranslated works by Herman Bavinck (1854-1921). These works offer important insights into Bavinck's conceptualisation of the discipline of theology, its place in the modern university, and the relation in which theology stands to religion. In the introductory essay, Bruce R. Pass draws attention to the way these speeches shed light on the development of Bavinck's thought across his tenure at the Kampen Theological School and the Free University of Amsterdam as well as the complex relationship in which Bavinck's thought stands to that of Friedrich Schleiermacher.

Inhalt: Feeding the world's growing population in ways that are effective, ethical and socially just, and protect the natural systems on which all life depends is one of the greatest challenges facing humanity. It forms the theme of this book of papers of the 2022 Edinburgh conference of the European Society for Agricultural and Food Ethics (EURSAFE). The dramatic increases in the cost of energy, scarcities in resources and people, stemming from the COVID-19 pandemic and international conflict, have brought home the vulnerability of our interlinked human systems at all levels. Climate change poses deeper longer term threats. Global competition drives fine-tuned and efficient systems, but time-proven local practices may show better resilience in such uncertain futures. The book reflects the sheer diversity of approaches and responses to these challenges, across a wide range of academic disciplines, provoking us to look at the issues in new ways. They reflect the varied standpoints of producers, retailers, regulators, farmers, vets, communities and citizens. The challenge to reach net zero carbon is addressed in papers assessing livestock systems, grasslands, land use and 'rewilding', food choices, meat eating and alternatives. Innovations such as genome editing, uses of seaweed and the use of data pose both possibilities and challenges. Animal ethics is a prominent theme, with a range of papers on animal-human relations, animal use in research and veterinary ethics.

Inhalt: Industrial subsidies should ideally be measured in ways that permit comparisons across subsidy instruments and countries, and that facilitate subsequent economic analysis of the effects of subsidisation. This paper deals with a number of conceptual issues that arise from these requirements. It first covers some definitional issues, concluding that subsidies should be measured broadly to include a wide range of instruments and both direct and indirect subsidy schemes. The paper then discusses measurement concepts for a range of instruments available to governments ...

Serie: OECD Economics Department Working Papers, no.48
Inhalt: This paper discusses several aspects of the medium-term orientation of OECD countries' economic policies in the 1980s, concentrating on monetary and fiscal instruments. The developments that led to the adoption of such a "medium-term strategy", and the apparent analytical rationale for it, are first described. The paper then examines the way the strategy was actually implemented, attempting to judge how closely policies have in fact followed medium-term objectives, and assesses the results. Some lessons from experience with the strategy are outlined in conclusion ...

Serie: OECD Economics Department Working Papers, no.40
Inhalt: This paper examines the question of tax reform in OECD countries. First, the reasons for tax reform are reviewed. These include economic efficiency arguments as well as concerns about equity which are often a major consideration. Next, the paper considers the many factors which constrain governments in their effort to reform the tax system (such as inherent conflicts between efficiency and equity, and the non-revenue objectives of taxation), and how those constraints might be reduced. Finally, the paper reviews the extent of tax reform in OECD countries, noting some of the remaining problems ...
