Content: Since the 1980s, there has been a global trend to give more power to local governments.  Even in Korea and the United Kingdom, the most centralised countries in the OECD, local government powers have increased, with substantial economic benefits. Within the European Union, the principle of subsidiarity has enshrined the idea of devolution.  New member states, particularly in central and eastern Europe, have significantly created new and self-sufficient local and regional governments. However, this process has been complicated.  Devolution is not a panacea in its own right, and need not lead to economic growth. While it can encourage savings through  collaboration, it can also lead to confused lines of authority and can complicate policy formation and implantation. Devolution can strain local budgets, forcing local governments to rely on their own sources of finance, rather than central government transfers. Suburbanisation, rural depopulation, the growth of some regions, and the decline of others have raised new problems, particularly related to inter-governmental cooperation among local governments and different levels of government. In many cases, an increased number of governments has increased administrative costs. This book looks at experience in government restructuring and devolution from a variety of national and international perspectives, both within the European Union and elsewhere, focusing on lessons learned and ways forward.

Content: The Challenge to Academic Freedom in Hungary: A Case Study in Culture War, Authoritarianism and Resistance presents a case study as to how an authoritarian regime like the one in Hungary seeks to tame academic freedom. Andrew Ryder probes the reasons for ideological conflict within the academy through concepts like 'culture war' and authoritarian populism. He explores how the Orbán administration has introduced a series of reforms leading to limitations being placed on the Hungarian Academy of Sciences, Gender Studies no longer being recognized by the State, the relocation of the Central European University because of government pressure and new reforms that ostensibly appear to give universities autonomy but critics assert are in fact changes that will lead to cronyism and pro-government interference in academic freedom.

Content: Is there an acoustical equivalent to Walter Benjamin's idea of the optical unconscious? In the 1930s, Benjamin was interested in how visual media expand our optical perception: the invention of the camera allowed us to see images and details that we could not consciously perceive before. This study argues that Benjamin was also concerned with how acoustical media allow us to "hear otherwise," that is, to listen to sound structures previously lost to the naked ear. Crucially, they help sensitize us to the discursive sonority of words, which Benjamin was already alluding to in his autobiographical work. In five chapters that range in scope from Tieck's Blonde Eckbert, which Benjamin once called his locus classicus of his theory of forgetting, to Alexander Kluge's films and short texts, where he develops what he calls "sound perspectives," this monograph discusses how the acoustical unconscious enriches our understanding of different media, from the written word to radio and film. As the first book-length study of Benjamin's linguistic, cultural-historical, and media-theoretical reflections on sound, this book will be particularly relevant to students and scholars of both German studies and sound studies.

Content: A student-friendly style, over 100 illustrations, and numerous exercises are brought together in this textbook for advanced undergraduate and beginning graduate students in physics and mathematics. Lewis Ryder develops the theory of general relativity in detail. Covering the core topics of black holes, gravitational radiation, and cosmology, he provides an overview of general relativity and its modern ramifications. The book contains chapters on gravitational radiation, cosmology, and connections between general relativity and the fundamental physics of the microworld. It explains the geometry of curved spaces and contains key solutions of Einstein's equations - the Schwarzschild and Kerr solutions. Mathematical calculations are worked out in detail, so students can develop an intuitive understanding of the subject, as well as learn how to perform calculations. The book also includes topics concerned with the relation between general relativity and other areas of fundamental physics. Series Statement: The law of financial crime
Content: Corruption is a globalising phenomenon. Not only is it rapidly expanding globally but, more significantly, its causes, its means and forms of perpetration and its effects are more and more rooted in the many developments of globalisation. The Panama Papers, the FIFA scandals and the Petrobras case in Brazil are just a few examples of the rapid and alarming globalisation of corrupt practices in recent years. The lack of empirical evidence on corrupt schemes and a still imperfect dialogue between different disciplinary areas and between academic and practitioners hinder our knowledge of corruption as a global phenomenon and slow down the adoption of appropriate policy responses. Corruption in the Global Era seeks to establish an interdisciplinary dialogue between theory and practice and between different disciplines and to provide a better understanding of the multifaceted aspects of corruption as a global phenomenon. This book gathers top experts across various fields of both the academic and the professional world - including criminology, economics, finance, journalism, law, legal ethics and philosophy of law - to analyze the causes and the forms of manifestation of corruption in the global context and in various sectors (sports, health care, finance, the press etc.) from the most disparate perspectives. The theoretical frameworks elaborated by academics are here complemented by precious insider accounts on corruption in different areas, such as banking and finance and the press. The expanding links between corrupt practices and other global crimes, such as money laundering, fraud and human trafficking, are also explored. This book is an important resource to researchers, academics and students in the fields of law, criminology, sociology, economics and ethics, as well as professionals, particularly solicitors, barristers, businessmen and public servants.
