    Inhalt: This document presents costings for the cash transfers proposed as part of the National Policy on Social Protection and Promotion (Politique nationale de protection et de promotion sociales, PNPPS) in Haiti, adopted on 12 June 2020, which aims to sustainably roll back poverty, reduce inequalities and empower Haitian men and women. The exercise estimates the cost of 11 cash transfer mechanisms designed to address different situations (childhood, maternity, care work, old age, disability, shock situations and others) for different age groups and geographical areas, assuming a phase-in period from 2020 to 2030.

    Inhalt: The city of Belmopan, built away from the coast during the second half of the twentieth century to ensure continuity of government functions even after severe storms, is an early example of climate adaptation. In the past 20 years, the city’s fast population growth, driven mostly by immigration, has strained services and infrastructure. Belmopan —the “garden city”— has ample green spaces and an overall negative carbon footprint, but faces challenges posed by climate change. The Climate action guidelines 2022–2030 respond to the need to address those challenges while contributing to Belize’s overall ambition, expressed in its nationally determined contribution (NDC). The guidelines aim to reduce Belmopan´s emissions, mainly by expanding green areas and forestation, promoting non-vehicular transportation and improving waste management. Adaptation will involve improving the city’s stormwater management system, prioritizing nature-based solutions, conducting risk assessments and enforcing zoning regulations to reduce population vulnerability. Implementing these guidelines will require the city to improve capacities at City Hall, revise regulations and create citizen awareness and engagement programmes.

    Inhalt: The digitization of economy, and particularly the e-commerce can encourage innovation and contribute to the process of digital transformation of micro, small and medium enterprises (MSME) through the implementation of digital technologies and new business models, which can improve the efficiency and productivity of companies beyond its effects on access to new markets. Despite potential gains, activity of online platforms implies risks and challenges in terms of antitrust regulation, data protection, cybersecurity, and market dynamic. Better quality of institutions and an effective judiciary system and a competitive business environment are associated with higher efficient of platforms. Data and evidence for the Latin America and the Caribbean (LAC) region remain scarce still.This paper analyzes data set of online marketplace activity in the region between 2019 and 2021. Besides, it describes the main characteristics of online platforms in the region, as well as their distribution across countries and the evolution of traffic during such period. These data also were combined with country-level indicators to study structural determinants of those marketplace activities.

    Inhalt: Given their small size and geographic isolation, Caribbean countries are highly reliant on trade and tourism as important sources of income and employment. Lockdowns in the wake of the COVID-19 pandemic have left islands closed, airports without flights, hotels shuttered, cruise ships docked in ports and economies in crisis.This research provides a detailed explanation of the responses to COVID-19 in the areas of international trade and transport adopted by English-speaking countries of the Caribbean Community (CARICOM) to limit the effects of the pandemic on trade operations and supply chains in the region. It also provides a set of policy recommendations to preserve and improve trade and transport connectivity in the Caribbean basin.

    Inhalt: Given their geographic situation, landlocked developing countries have been hit doubly hard by the cross-border processes implemented to contain the coronavirus disease (COVID-19) pandemic.This research provides a detailed explanation of the responses to the COVID-19 pandemic in the areas of international trade and transport adopted by the Governments of the Plurinational State of Bolivia and of Paraguay to limit the effects of the pandemic on trade operations and supply chains in their countries. It also provides a set of policy recommendations to preserve and improve trade facilitation and transport connectivity with transit countries in the framework of Vienna Programme of Action for Landlocked Developing Countries for the Decade 2014–2024.

    Inhalt: The coronavirus disease (COVID-19) pandemic has hit micro-, small and medium-sized enterprises (MSMEs) particularly hard. In this context, polices designed to stimulate their growth and to defend competition now play a key role in tackling the effects of the crisis and in the path to recovery. To respond to the new demands and needs resulting from this crisis, the institutions responsible for the design and implementation of these policies have had to face new challenges, rethink their approaches and quickly devise creative new methods of operation.This document summarizes the research conducted by the Economic Commission for Latin America and the Caribbean (ECLAC) on these issues. The lessons learned by public institutions show that there are various forms of innovation which, if economic actors were to leverage them, could result in a lasting improvement in the actions to support the productive sector.
