Er definiert Macht überzeugend nicht nur aus militärischen und wirtschaftlichen Stärken sowie vorhandenen Ressourcen heraus, sondern auch aus dem Potenzial der "weichen" Macht heraus, bestehend aus Kultur, politischen Werten und Außenpolitik. Nye entwickelt ein weltpolitisches Panorama mit den wichtigsten Protagonisten USA, Europa, Japan, Russland, China, Indien, Brasilien und prognostiziert die Rolle der USA als führende Macht auch im 21. Jahrhundert. Die Stärke der USA sieht er in deren größeren Möglichkeiten zur Flexibilität und Nähe zu Verbündeten wie Europa und Japan. Zum Schluss entwirft er eine "Strategie der intelligenten Machtausübung", die aus einer gekonnten Mischung von "harter" und "weicher" Macht besteht, klare Ziele haben muss und deren Erreichung klug abzuschätzen weiß.
