Note: Hoyerswerda war nur der Anfang. Der Haß und die Gewalttätigkeiten gegen Fremde haben keinen exclusiven Ort mehr in Deutschland. Es vergeht kaum eine Woche, in der die Medien nicht von fremdenfeindlichen Übergriffen und Anschlägen berichten. Allein 1992 kamen dabei 17 Menschen zu Tode - im Osten und Westen des vereinten Deutschland. Bevor die Brandsätze flogen und auf offener Straße Jagd auf Fremde gemacht wurde, fielen die Sprüche: zunächst anonym, dann an den Stammtischen und schließlich unverhohlen auch in der Öffentlichkeit. Die Fremdenfeindlichkeit beginnt mit dem hierarchisierenden Abgrenzen und dem diskriminierenden Ausgrenzen. Am Schluß brennen dann die Menschen - draußen vor der Tür und umgeben von einer Mauer des Schweigens. Die Empörung findet nur langsam ihre Sprache. Erst angesichts der zu Tode gekommenen Opfer zeigt sieh eine, zumeist noch ohnmächtige Betroffenheit. Die Toten schrecken die Öffentlichkeit auf; nicht die Gewalttätigkeiten gegen die, die noch einmal davongekommen sind, schon gar nicht die alltäglichen Diskriminierungen der Fremden. Die Lichterketten sind erloschen und Prävention steht auf der Tagesordnung einer ratlosen und auf schnelle Lösungen bedachten Politik. Die vielfältigen sozialpädagogischen Programme zum Abbau der Gewaltbereitschaft Jugendlicher sind mit den Hoffnungen eines friedlichen Zusammeniebens von In- und AusländerInnen verbunden. Als ob dies nur eine Angelegenheit einer interkulturellen Erziehung sei
