Am 5. September 1972 nehmen die "heiteren Spiele" von München ein abruptes Ende, als ein Kommando des PLO-Ablegers Schwarzer September das Quartier der israelischen Sportler überfällt, zwei von ihnen gleich tötet und neun Geiseln nimmt, um im Zentrum der denkbar größtmöglichen Öffentlichkeit auf den palästinensischen Kampf aufmerksam zu machen. 24 Stunden später sind die Geiseln tot, mit ihnen fünf der acht Attentäter und ein deutscher Polizist. Die drei überlebenden Palästinenser werden Ende 1972 freigepresst. Als Reaktion auf das Blutbad beauftragt die israelische Premierministerin Golda Meir die israelischen Geheimdienste, allen voran den Mossad, mit der Operation Caesarea: Beteiligte und Verantwortliche des Anschlags sollen aufgespürt und getötet werden - aus Gründen nicht nur der Vergeltung, sondern auch der Abschreckung.
