    Content: This paper analyzes the impact of introducing credit information-sharing systems on firms' access to finance. The analysis uses multi-year, firm-level surveys for 63 countries covering more than 75,000 firms over the period 2002-13. The results reveal that credit bureau reforms, but not credit registry reforms, have a significant and robust effect on firm financing. After the introduction of a credit bureau, the likelihood that a firm has access to finance increases, interest rates drop, maturity lengthens, and the share of working capital financed by banks increases. The effects of credit bureau reforms are more pronounced the greater the coverage of the credit bureau and the scope and accessibility of the credit information-sharing scheme. Credit bureau reforms also have a greater impact on firms' access to finance in countries where contract enforcement is weaker. Finally, there is some evidence that the effects of credit bureau reform are more pronounced for smaller, less experienced, and more opaque firms

    Content: This paper studies the extent of bank competition in the Middle East and Northern Africa region during 1994-2008, using non-structural measures of competition such as the H-statistic and the Lerner index. Both these measures suggest that banking sector competition in the region is lower relative to other regions and has not improved in recent years. An analysis of the determinants of competition across countries suggests that lower levels of competition in the Middle East and Northern Africa are explained by the region’s worse credit information environment and lower market contestability

    Content: Financial inclusion-defined here as the use of formal accounts-can bring many welfare benefits to individuals. Yet we know very little about the factors underpinning financial inclusion across individuals and countries. Using data for 123 countries and over 124,000 individuals, this paper tries to understand the individual and country characteristics associated with the use of formal accounts and what policies are effective among those most likely to be excluded: the poor and rural residents. The authors find that greater ownership and use of accounts is associated with a better enabling environment for accessing financial services, such as lower account costs and greater proximity to financial intermediaries. Policies targeted to promote inclusion-such as requiring banks to offer basic or low-fee accounts, exempting some depositors from onerous documentation requirements, allowing correspondent banking, and using bank accounts to make government payments-are especially effective among those most likely to be excluded. Finally, the authors study the factors associated with perceived barriers to account ownership among those who are financially excluded and find that these individuals report lower barriers in countries with lower costs of accounts and greater penetration of financial service providers. Overall, the results suggest that policies to reduce barriers to financial inclusion may expand the pool of eligible account users and encourage existing account holders to use their accounts to save and with greater frequency

Civiliser et régénérer le peuple par l’école semble un pré-requis indispensable pour le rapprocher de normes et de formes de pensée considérées comme les seules voies vers le progrès. Le projet devient celui d’une « désindianisation » de la société. Création d’écoles publiques, nationalisation des programmes et des méthodes pédagogiques, premières initiatives étatiques en milieu rural, constitution d’un corps enseignant professionnalisé, sont quelques-unes des mesures de ces premières années. Le but initial semble être de fournir au plus grand nombre un bagage scolaire et culturel minimal. Mais ce projet homogénéisateur de la première décennie cède le pas, après 1910, à une politique éducative de la différenciation. Le blanchiment du peuple reste un idéal. L’école doit travailler à éliminer certaines distances… mais elle doit aussi veiller à en maintenir d’autres. Ce travail prétend ainsi dévoiler ce processus de va-et-vient que fut la politique éducative libérale, entre la recherche d’un rapprochement et celle d’un maintien à distance de l’Autre, celui qui était considéré comme malade, dégénéré, toujours si différent… et pourtant si nécessaire.

    Content: The brain of each animal shows specific traits that reflect its phylogenetic history and its particular lifestyle. Therefore, comparing brains is not just a mere intellectual exercise, but it helps understanding how the brain allows adaptive behavioral strategies to face an ever-changing world and how this complex organ has evolved during phylogeny, giving rise to complex mental processes in humans and other animals. These questions attracted scientists since the times of Santiago Ramon y Cajal one of the founders of comparative neurobiology. In the last decade, this discipline has undergone a true revolution due to the analysis of expression patterns of morphogenetic genes in embryos of different animals.
