In der analytischen Betrachtung erweist sich das palästinensische politische System eindeutig als neo-patrimoniales System, d.h. einerseits persönliche und paternalistische Herrschaft von Arafat, der alle Macht im Zentrum konzentriert, und andererseits Abhängigkeit Arafats von der Legitimierung durch die Bevölkerung. Diese systembedingte Widersprüchlichkeit findet ihren Niederschlag im ambivalenten Verhältnis Arafats zu den legitimierenden Institutionen - Legislativrat (Parlament), Presse, Gerichtswesen, Verwaltungsapparat und NGOs. Aus den Systemparametern ergibt sich, daß mehr Partizipation - und damit Kontrolle und Einschränkung der Macht Arafats - zu erreichen ist, wenn die legitimierenden Institutionen gestärkt werden. Der Beitrag schließt mit Empfehlungen für eine EU-Politik, die innerpalästinensische Ansätze zur Etablierung und Verbesserung partizipatorischer Strukturen unterstützt. (DÜI-Hns)
