Die Akzeptanz oder die Ablehnung einer umstrittenen Entscheidung wirkt langfristig auf den Legitimationsprozess der Regierung. Eine Regierung, die trotz der Auseinandersetzungen Akzeptanz für ihre Initiative erhält, verbessert ihr Ansehen und stärkt die Vertrauensverhältnisse. Wenn im Gegenteil eine Regierung Ablehnung erntet, entsteht die Botschaft, dass sie das Gemeinwohl der Gesellschaft nicht beachtet. Diese Vergleichsstudie untersucht die Regierungskommunikation und versucht herauszufinden, welche Frames mit einer Änderung der Unterstützung einer Entscheidung verbunden sind. Dafür wurden sechzehn umstrittene Regierungsentscheidungen in Berlin und Hamburg analysiert. Die Studie zeigt, wie zentral die Kommunikation für die symbolische Legitimität der Regierung ist. Sie kann für die Regierungen viel mehr bedeuten, als ein einfaches Instrument um die positive Unterstützung für die eigenen Initiativen zu fördern. Sie kann die Legitimität einer Regierung stärken oder ernsthaft in Frage stellen.
