Note: Die Gedanken des folgenden Vortrags wurden erstmals am 11. November 1981 im Otto-Braun-Saal der Staatsbibliothek Preußischer Kulturbesitz in Berlin vorgetragen. Mit diesem Vortrag wurde eine Ausstellung eröffnet, in der die Staatsbibliothek Preußischer Kulturbesitz Berlin zusammen mit dem Goethe-Museum Düsseldorf (Anton-und-Katharina-Kippenberg-Stiftung) und dem Hegel-Archiv der Ruhr-Universität Bochum im Rahmen des sog. "Preußen-Jahres" des 150. Todestages 1 Hegels gedachte. Der Vortrag wurde in erweiterter und veränderter Form in der Rheinisch-Westfälischen Akademie der Wissenschaften am 20. Januar 1982 gehalten - am Tage der Eröffnung der genannten Ausstellung im Goethe-Museum Düsseldorf. An der Diskussion beteiligten sich die Herren Walter Biemel, Heinz Gollwitzer, Walter Hinck, Georg Kauffmann, Clemens Menze, Detlef Muller, Klaus Wolfgang Niemöller, Ernst Vollrath. Die Diskussionsbeiträge brachten wichtige Präzisierungen, die ich aufzunehmen suche; zum Teil führten die Erörterungen aber auch zu Fragestellungen, deren Themen über den Vortrag weit hinausgehen und der Ausarbeitung bedürfen - zur Frage nach dem Verhältnis zwischen Hegel und dem Kunsthistoriker Rumohr, nach der Wirkung Wilhelms von Humboldt und der Hegelianer auf pädagogischem Feld, nach dem Verhältnis zwischen Preußen und dem Reich im späteren 19. Jahrhundert, nach den kulturpolitischen Bemühungen von heute. Ich habe zuerst versucht, diesen Vortrag weiter auszuarbeiten, dabei genaue Belege für das Dargestellte zu geben und auch die vorliegende Literatur aufzuarbeiten. Note: Im November 1985 jährte sich der 80. Geburtstag und zugleich der 20. Todestag des deutsch-amerikanischen Juristen und Politikwissenschaftlers Otto Kirchheimer. Aus diesem Anlaß wurde am Fachbereich Politische Wissenschaft der Freien Universität Berlin ein Symposion veranstaltet. Die dabei von Politikwissenschaftlern, Rechtswissenschaftlern und Historikern eingebrachten Themen und die lebhaften Diskussionen, die durch sie ausgelöst wurden, zeigten, wie breit das Interesse an den Schriften Otto Kirchheimers nach wie vor ist. Für einzelne Bereiche der Politikwissenschaft hat er fast schon "klassisch" zu nennende Analysen geliefert. Dies ist für die Herausgeber Grund genug, die auf dem Symposion gehaltenen Referate - mit Modifikationen - zu publizieren. Unser Dank gilt zunächst den Referenten, die ihre Beiträge zum Abdruck freigegeben haben. Für das Gelingen der Diskussionen danken wir Jürgen Fijalkowski, Klaus Megerle, Ralf Rytlewski und Uwe Wesel. Die Teilnahme von Hans-Hermann Hartwich, Wilhelm Hennis, Gotthard Jasper, Gerhard Lehmbruch und Wolf­ Dieter Narr gab dem Symposion eine zusätzliche Note.
