    Content: At this stage, it is difficult to conclude that the euro will have substantial macroeconomic impact on sub-Saharan Africa, unless launch of the euro becomes the tool of a major policy shift, such as the euroization of the continent - which is currently unlikely. - In considering how the euro will affect Sub-Saharan Africa, Cohen, Kristensen, and Verner examine the transmission channels through which the euro could affect economies in the region. They examine the risks and opportunities the euro presents for Sub-Saharan African countries. They especially examine the effects from the trade channel, through changes in European economic activity and the real exchange rate. Because of the relatively low income elasticity for primary commodities - which is what Sub-Saharan Africa mainly exports - an increase in activity in Europe is considered to have a marginal impact on Africa.
    Content: Exchange rate regimes and geographical trade patterns point to large differences in exposure to changes in the real exchange rate. Capital flows to Sub-Saharan Africa can be affected through portfolio shifts or through changes in foreign direct investment. Changes in competitiveness in Europe are not expected to influence foreign direct investment, so the euro is not expected to affect foreign direct investment significantly. Portfolio diversification could increase greatly. But Sub-Saharan Africa is not expected to realize the increased potential from portfolio diversification because of its severely underdeveloped domestic capital markets. It is vitally important that Sub-Saharan African countries strengthen their financial integration into global markets. How the euro will affect such parts of the financial system as banks and debt and reserve management varies across countries. Generally the effect is expected to be limited.

    Content: "Despite the existence of minimum wage legislation in most Latin American countries, there is little empirical evidence demonstrating its impact on the distribution of wages. In this study the authors analyze cross-country data for 19 Latin American and Caribbean (LAC) countries to gain an understanding of if and how minimum wages affect wage distributions in LAC countries. Although there is no single minimum wage institution in the LAC region, the authors find regional trends. Minimum wages affect the wage distribution in both the formal and, especially, the informal sector, both at the minimum wage and at multiples of the minimum. The minimum does not uniformly benefit low-wage workers: in countries where the minimum wage is relatively low compared to mean wages, the minimum wage affects the more disadvantaged segments of the labor force, namely informal sector workers, women, young and older workers, and the low skilled, but in countries where the minimum wage is relatively high compared to the wage distribution, it primarily affects wages of the high skilled. This indicates that the minimum does not generally lift the wages of all, but instead, it offers a wage into which employers can "lock in" wages that are already near that level. Thus, minimum wage legislation is more far-reaching than originally thought, affecting both the uncovered informal sector and those earning above the minimum. In addition, the relative level of the minimum wage is important for determining whose wages are affected. "--World Bank web site

    Content: "The authors investigate the extent and nature of distortions in the labor market in the Republic of Côte d'Ivoire by using quantile regression analysis on employer-employee data from the manufacturing sector. They find that the labor markets in Côte d'Ivoire do not seem to be much distorted. Unions may influence employment through tenure but do not seem to influence wages directly except for vulnerable minorities that seem protected by unions. Establishment-size wage effects are pronounced and highest for white-collar workers. This may be explained by the efficiency wage theory, so that, even in the absence of unions, segmentation and inefficiencies will still be present as long as firms seek to retain their employees by paying wages above the market clearing level. The inefficiency arising from establishment-size wage effects can be mitigated by education. Furthermore, the authors find that the premium to education is highly significantly positive only for higher education, and not for basic education, indicating that educational policies should also focus on higher education.     Content: Se presentan resultados obtenidos en proyectos llevados a cabo por el Grupo de Estudios de Biodiversidad del CINEA (FCH, UNICEN), cuyo propósito es contribuir a la conservación y sustentabilidad de los ecosistemas del sudeste de Buenos Aires. El objetivo general fue proponer herramientas de monitoreo diversas que contribuyan a la calidad de vida de la población y a la conservación de los ecosistemas de la Pampa Austral. Los objetivos específicos surgen de analizar impactos de actividades antrópicas y formas de gestión de áreas protegidas, mediante el uso de indicadores ecosistémicos y bioindicadores: se evaluó la calidad del aire mediante líquenes, la del agua mediante diatomeas y macroinvertebrados bentónicos, los cambios en las modalidades agropecuarias, el impacto de las forestaciones sobre la avifauna nativa, y el de las rutas sobre los vertebrados, y se establecieron pautas de gestión para la Reserva Aº Zabala relacionadas a la vulnerabilidad potencial de tetrápodos entre otros indicadores. Para cada objetivo se aplicaron metodologías específicas y estandarizadas. Los resultados mostraron que en Tandil, la diversidad liquénica disminuyó en la ciudad y el índice de pureza atmosférica, en áreas industriales; tres especies acumularon contaminantes.La calidad ecológica del arroyo analizado fue subóptima desde las nacientes; diatomeas y macroinvertebrados indicaron modificaciones debidas a la ganadería. La producción agrícola permanente sin ganadería, provocó impactos de índole diversa, e influyó en la producción de miel al cambiar la flora melífera. Los montes implantados albergaron una avifauna menos rica y equitativa, y excluyeron a numerosas especies de pastizal. En rutas pavimentadas (barreras) se atropelló más a los mamíferos; la intensidad de la mortalidad dependió del tránsito y la velocidad de circulación. Los caminos rurales fueron más ricos en aves (corredores). Se establecieron pautas de corrección para procesos y actividades antrópicas que vulneran la capacidad de conservación de la Reserva Aº Zabala.Palabras clave: Biodiversidad pampeana, Tandilia, áreas protegidas, bioindicadores, ecología de caminosAbstractThis article synthesizes the research conducted at the Biodiversity Research Group of CINEA (FCH, UNICEN) with the purpose of contributing to the conservation and sustainability of South East Buenos Aires. The general aim was propose various monitoring tools that contribute to the quality of life of the population and conservation of the ecosystems of the Southern Pampa. The specific objectives emerge from analyzing impacts of human activities and ways of managing protected areas, using bioindicators of ecosystem and indicators. So, air quality by lichens, the stream water by diatoms and benthic macroinvertebrates were evaluated, changes in agricultural and livestock modalities, the impact of forest plantation on native avifauna, and routes on vertebrates was established, and a management guidelines for the reserve Aº Zabala related to tetrapods vulnerability among other indicators was suggested. We applied specific and standardized methods for each aim. The results showed that in Tandil lichen diversity decreased in the city and the IPA index did in industrial areas; three species accumulated contaminants. The ecological quality of the analyzed stream was suboptimal, even in the headwaters; benthic diatoms and macroinvertebrates showed changes in mountain streams caused by livestock. The increasing and continuous land use for cropping instead of livestock or mixed production caused impacts of various kinds, and it influenced the production of honey by changing melliferous flora. Implanted forests sheltered a less rich and equitable fauna and excluded many species of grassland. A greater vertebrate mortality occurred in paved roads (barriers) that depends on traffic and the speed of vehicles; unpaved roads showed higher bird richness (corridors). Management guidelines were established for Zabala Reserve to control processes and human activities that threaten its conservation capacity.Key Words: Biodiversity of the Pampas, Tandilia, protected areas, bioindicators, road ecology
