Content: O artigo explora levantamento da produção decisória dos conselhos gestoresde políticas públicas visando compreender o que fazem e quando o fazem, istoé, em que momento de seu ciclo de vida. É consenso na literatura o fato de a am-pla expansão e institucionalização de instâncias de participação demandardiagnósticos sobre sua efetividade. A agenda da efetividade das instituiçõesparticipativas tem contribuído a avançar na aferição de efeitos sobre o desem-penho de políticas. Objetivamos contribuir ao debate adotando uma estratégiaanalítica diferente: focar a produção decisória dos conselhos (outputs)enãoseus efeitos sobre as políticas (outcomes). Os resultados sugerem correções adiagnósticos amplamente aceitos na literatura. A análise apresentada é inova-dora em três sentidos: i) parte-se de um diagnóstico da evolução territorial dosconselhos municipais no país que oferece base empírica robusta para uma tipo-logia de conselhos; ii) depois, examinam-se os padrões decisórios de 32 conse-lhos mediante levantamento censitário de todas as decisões produzidas pelosmesmos durante 7 anos (2005-2011) no município de Guarulhos caso emble-mático pelas condições favoráveis à implementação de instituições participa-tivas, especialmente nas últimas quatro gestões do PT; e iii) propõe-se métricasde produção e incidência potencial em políticas para avaliar os padrões decisó-rios dos conselhos.
