    Content: This paper analyzed the relationship between international standards and international trade between United States, a developed economy and countries in Caricom, a regional integration movement of small, developing economies in the Caribbean. The empirical literature on the relationship between standards and international trade is very limited. This is especially so for small, developing economies like those in Caricom. To advance this literature, the paper used an augmented gravity model with panel data for 14 Caricom countries for the period 1991-2009 to test the relationship. The estimated model showed that economic size and distance, not international standards, are the most significant factors that determine trade flows between Caricom and the United States. In other words, international standard of quality is treated as a sunk cost in conducting international business/trade.

    Content: This work analyzes the mythological belief or superstitions associated with farming and conservation activities in nine rural productive units on the river basin La Vieja, Colombia. The elderly people recognize the influence of multiple stories over productive and environmental conditions that are an important part of success or fail on their rural activities. The beliefs were classified by their functionality and the activities they regulate. 14 myths that have any on the influence activities of cultivate, breeding, conservation and social regulation were described. The main element for discussion was the functionality, considering its relationship the distribution and application in the subsystems of productions in the farms with the age, the gender and the hierarchy position on the family structure. It was conclude that the flow of information between expert systems and systems of popular knowledge helps to construct an adapted system. An example is the use, in cattle farms, of different moon phases during the artificial insemination to ensure the pregnancy and sex of the breed.
    Content: Este trabajo analiza las creencias mitológicas, agüeros o supersticiones asociadas con las actividades agropecuarias y de conservación en nueve unidades productivas rurales de la cuenca media del rí­o La Vieja, Colombia. Plantea que las gentes de antaño reconocen la influencia de múltiples relatos sobre condiciones productivas y ambientales que redundan en el éxito o el fracaso de las actividades rurales. Las creencias se clasificaron según su funcionalidad y las actividades que regulan. Se describieron así­ 14 mitos que influyen en las actividades de cultivo, crí­a, conservación y regulación social. El principal elemento de discusión fue la funcionalidad, considerando la distribución y aplicación en los subsistemas de producción en la finca, la relación con la edad y el género y con la posición jerárquica en la estructura familiar. El flujo de información entre sistemas expertos y sistemas de creencias tradicionales ayuda a construir sistemas adaptados. A manera de ejemplo, se puede mencionar un mayordomo de un hato ganadero que combina la creencia en las fases de la luna con el empleo de la técnica genética de la inseminación artificial para asegurar no sólo la preñez de la madre sino también el género femenino de la crí­a.

    Content: This occasional paper examines the experiences of three leading global centres of the ICT industry –India, Silicon Valley, and Estonia – to reflect on how the lessons of these models can be applied to thecontext of countries in the Caribbean region.Several sectors of the technology industry are considered in relation to the suitability for theirestablishment in the Caribbean. Animation is an area that is showing encouraging signs ofdevelopment in several countries, and which offers some promise to provide a significant source ofemployment in the region. However, the global market for animation production is likely to becomeincreasingly competitive, as improved technology has reduced barriers to entry into the industry notonly in the Caribbean, but around the world. The region’s animation industry will need to moveswiftly up the value chain if it is to avoid the downsides of being caught in an increasinglycommoditized market.Mobile applications development has also been widely a heralded industry for the Caribbean.However, the market for consumer-oriented smartphone applications has matured very quickly, and isnow a very difficult sector in which to compete. Caribbean mobile developers would be better servedto focus on creating applications to suit the needs of regional industries and governments, rather thanattempting to gain notice in over-saturated consumer marketplaces such as the iTunes App Store andGoogle Play.Another sector considered for the Caribbean is “big data” analysis. This area holds significantpotential for growth in coming years, but the Caribbean, which is generally considered to be a datapoorregion, currently lacks a sufficient base of local customers to form a competitive foundation forsuch an industry. While a Caribbean big data industry could plausibly be oriented toward outsourcing,that orientation would limit positive externalities from the sector, and benefits from its establishmentwould largely accrue only to a relatively small number of direct participants in the industry. Instead,development in the big data sector should be twinned with the development of products to build aregional customer base for the industry. The region has pressing needs in areas such as disaster riskreduction, water resource management, and support for agricultural production. Development of bigdata solutions – and other technology products – to address areas such as these could help to establishniche industries that both support the needs of local populations, and provide viable opportunities forthe export of higher-value products and services to regions of the world with similar needs.

    Content: This paper examines the role of information and communications technologies (ICTs) for disaster risk management (DRM) with a specific focus on the Caribbean. The study included the review of literature and case studies, as well the administration of a survey instrument that collected the feedback of 13 regional national DRM agencies.Analysis of the survey suggests that while subregional disaster management agencies have fairly good access to technology infrastructure and enjoy an information sharing culture, challenges exist with regard to the information governance frameworks as well as the capacity and availability of human capital with regard to ICT. The study findings indicate that the regional DRM sector would do well to: Deepen connections with policy makers and other communities of practice Modernize ICT Infrastructure for DRM Consider a subregional e-strategy for DRM Improve ICT governance Urgently develop programmes of ICT human capacity development.

    Content: La Federación había estado paralizada ante una reforma migratoria, delegando la acción política migratoria a los estados. En 2008 en Oregon se comenzó a pedir prueba de resi - dencia legal a quienes solicitaran licencia de conducir, el mayor impacto fue sentido por la población mexicana, que se estima representa 95 por ciento de los inmigrantes indocumen - tados en Oregon. Entrevistas con cerca de 400 inmigrantes hispanos en el verano de 2009 ponen de manifiesto angustia e incertidumbre, reflejando cambios en hábitos de conducir originando un menor acceso al trabajo, educación, servicios médicos, asistencia a iglesias y a las actividades recreativas.

    Content: How does a revolution such as the Cuban one arrive at the rural backwaters of the country? How do the citizens in a destitute area relate to a national, revolutionary process, given that “national” and “revolutionary” were hardly concepts that used to apply to their everyday lives? The Sierra del Rosario is today a UNESCO biosphere reserve with the model community of Las Terrazas inside it but prior to the revolution, it was a particularly poverty-stricken area. I would therefore like to suggest a few arguments, based on oral histories recorded in Las Terrazas in 2007 and 2008, as well as further interview sources, to sketch its remarkable development. In short, the argument put forward here is that the development scheme for the Sierra del Rosario, which transformed the landscape and (re)created a community in Las Terrazas, meant that the revolution finally arrived in the Sierra del Rosario, and today its living standards and economic and social success even outperform that of Cuba as a whole. The examples used and the arguments put forward are by no means exhaustive but should serve as part of a debate and hopefully/maybe even spark off further research into the question. All interviews (unless where otherwise stated) were recorded by the author in 2007 and 2008.
