La CEPAL estuvo considerada entre los años 50 y 80 un "think tank", condición que perdió en los 90, pero desde comienzos de esta década se registra su resurgimiento. Como reacción a la globalización, caracterizada por la ausencia total de una agenda social, la CEPAL destaca ahora los derechos sociales y culturales y la urgencia de su inclusión en las estrategias económicas. Los temas propuestos son un nuevo equilibrio entre el interés privado y el público y un nuevo concepto del Estado y los derechos del ciudadano, en el sentido del derecho a iguales posibilidades y opciones.(Desarro Coop/DÜI)
