    Content: La présente étude, qui porte sur deux formes particulières de restrictions quantitatives, à savoir les interdictions d’importation et les contingents, s’inscrit dans le cadre d’une réflexion plus ample visant à mieux cerner la nature et la portée des mesures non tarifaires. Elle examine les informations relatives à ces mesures contenues dans les Examens des politiques commerciales de l’OMC, les notifications à l’OMC et divers autres rapports sur les échanges. Elle a pour objectif d’apporter sa contribution aux débats, notamment ceux concernant l’accès au marché des produits non agricoles, à l’OMC ou dans d’autres instances. L’étude a révélé que le recours aux contingents et aux prohibitions est moins souvent motivé par des raisons économiques, mais que la plupart des pays intègrent des interdictions à leurs cadres réglementaires afin de protéger la santé et la sécurité humaine ou l’environnement, tendance qui semble s’accentuer. Les négociants tireraient avantage de mesures plus transparentes à cet égard. Par ailleurs, il existe des interdictions d’importation qui entravent le commerce international des biens usagés et dont les particularités et la pertinence en termes d’efficacité réglementaire mériteraient d’être examinée de plus près.

La partie 1 traite des effets des réglementations intérieures et de la réforme de la réglementation sur l’ouverture des marchés, montrant comment, à l’aide d’instruments et de méthodes de réforme élaborés, les gouvernements peuvent créer des réglementations et des procédures réglementaires qui servent efficacement les objectifs de leurs politiques tout en favorisant l’accès aux marchés. La partie 2 montre que l’ouverture des marchés internationaux peut contribuer à faciliter la réforme de la réglementation intérieure. Les accords commerciaux signés aux échelons bilatéral, régional et multilatéral peuvent promouvoir des principes généraux ou des pratiques spécifiques de bonne réglementation et aider à guider ou à orienter les efforts des différents pays en matière de réforme de la réglementation. Enfin, la partie 3 analyse les avantages mutuels de la réforme de la réglementation et d’un système multilatéral ouvert pour le commerce et l’investissement. La thèse avancée est qu’en rehaussant l’efficience économique intérieure, en renforçant la compétitivité internationale des entreprises nationales et en réduisant les obstacles aux échanges et à l’investissement, une réforme de la réglementation commerciale permet aux pays de mieux profiter de la libéralisation des échanges et de l’ouverture des marchés mondiaux.

    Content: This paper describes modifications to, and further developments of, the supply block in the Secretariat's INTERLINK world model as of the autumn of 1985. The objective of the work was to strengthen the role of supply side elements, in particular profitability, in the model. In the process, stockbuilding was endogenised, assigning to inventories an important buffer role between sales and output in the dynamic adjustment process. Price formation has been linked more coherently to the revised supply structure via a dual cost function, and labour supply has been endogenised.
