    Content: The Israeli health system provides universal coverage of a broad benefits package in a highly efficient manner. At the same time, the Israeli health system faces significant challenges, including lack of universal coverage for long-term care and adult dental care, center-periphery gaps, insufficient care integration, long waiting times for some elective procedures, and a growing private health care sector that poses several threats to the public system, cost containment, and health system equity. The Israeli health care system has benefited greatly from its capacity to identify relevant innovations in other countries and adapt them to Israel. At the same time, the Israeli experience can be a source of lessons for other countries. Aspects of the Israeli system that might be particularly relevant to middle-income countries include health plan competition in a clear and simple institutional environment, the reliance on health plans such as managed care and patient-centered organizations, the emphasis on primary care, and the investment in e-health. The manner in which Israel is grappling with its growing private sector can be a source of strategies middle-income countries could consider, and a source of strategies they should avoid

    Content: The study uses a cluster-randomized trial among 1,578 children from 979 households in rural El Salvador to test the impacts of TOMS shoe donations on children's time allocation, school attendance, health, self-esteem, and aid dependency. Results indicate high levels of usage and approval of the shoes by children in the treatment group, and time diaries show modest evidence that the donated shoes allocated children's time toward outdoor activities. Difference-in-difference and ANCOVA estimates find generally insignificant impacts on overall health, foot health, and self-esteem but small positive impacts on school attendance for boys. Children receiving the shoes were significantly more likely to state that outsiders should provide for the needs of their family. Thus, in a context where most children already own at least one pair of shoes, the overall impact of the shoe donation program appears to be negligible, illustrating the importance of more careful targeting of in-kind donation programs

    Content: The introduction of citizen engagement into law is an idea that is gaining popularity around the world. New provisions in Kenya's Constitution enshrine openness, accountability, and public participation as guiding principles for public financial management. Yet, translating participation laws into meaningful action on the ground is no simple task. Experience has shown that in the absence of commitment from leaders and citizens and without appropriate capacities and methodologies, public participation provisions may lead to simple tick the box exercises. With support from the Kenya participatory budgeting initiative (KPBI), and the commitment from West Pokot and Makueni county leaders, PB is being tested as a way to achieve more inclusive and effective citizen engagement processes while complying with national legal provisions. This report captures the experiences of Makueni and West Pokot counties

    Content: In this paper the impact of various agglomerative forces on employment growth in Ghanaian manufacturing is investigated, using data from two firm censuses, as well as population census and trade data. The study is the first to use nationally representative firm data that covers the formal and informal economy to investigate the impact of agglomerative forces on employment growth in an African economy. African economies are rapidly urbanizing, but this has not been accompanied by growth in manufacturing. A lack of agglomeration economies is one possible explanation for slow manufacturing growth and the attendant premature deindustrialization. The paper follows Combes (2000) in examining the importance of agglomeration economies on employment growth in Ghanaian manufacturing, finding that there is no evidence that population density is associated with faster employment growth. Other agglomeration economies do seem to play a role, although not always in the manner anticipated
